Prohibits restaurant from providing single-use plastic straw to consumer unless consumer requests straw. Provides that State Department of Agriculture shall enforce prohibition in course of inspecting food establishments. Provides that after second instance of violation, department shall impose civil penalty of not more than $25 per day. Caps total civil penalty at $300 per restaurant during one calendar year. Takes effect on 91st day following adjournment sine die.

Authorizes State Board of Forestry to identify certain lands managed by board that have limited revenue-generation potential or that provide high-value recreational or conservation benefits. Authorizes board to propose transfer of identified lands to other governmental entities or to change management framework applied to lands. Authorizes board to adopt rules.

Describes regional health equity coalitions. Requires authority to appoint regional health equity coalition fidelity committee to oversee regional health equity coalitions statewide and establish funding criteria for coalitions. Declares emergency, effective July 1, 2019.
Makes unlawful employment practice for employer to refuse to provide to requesting state agency employment verification and any other information that is necessary to determine individual's eligibility to receive public assistance provided by agency. Allows individuals and employers on behalf of employees to enroll in state medical assistance program upon payment of premiums prescribed by Oregon Health Authority by rule. Requires authority to maintain online application and prescribe enrollment procedures. Requires Department of Human Services to present options for living independently to adults with developmental disabilities who need placement. Requires department to train case managers on various housing options and provide list of resources for obtaining housing supports.
Requires counties to develop community mental health action plans to identify and address mental health concerns. Not later than January 1, 2021, requires counties to submit community mental health action plans to Oregon Health Authority. Directs authority to submit report to Legislative Assembly.
