Proposing amendment to Oregon Constitution relating to public education.

Proposes amendment to Oregon Constitution to require Legislative Assembly, in each odd-numbered year regular session, to appropriate moneys to fund public education in first 60 days of session and before passing any other budget measure. Refers proposed amendment to people for their approval or rejection at next regular general election.

Relating to declarations of emergency; prescribing an effective date.

Requires that declarations and extensions of states of emergency under certain statutes be accompanied by written explanations. Establishes durational limits for states of emergency declared under certain statutes. Provides that certain extensions of states of emergency may be made only if Governor first convenes Legislative Assembly. Provides that emergency rules and orders expire upon termination of state of emergency. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Exempts dog training facilities from state structural specialty codes. Provides that lawful units of land whose property lines are relocated by certain judgments remain lawful units. Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Declares emergency, effective July 1, 2021. .

Requires coordinated care organization drug outlets to dispense seven-day supply of prescription drug to veteran with disability, at no cost to veteran, if veteran is unable to obtain prescription drug through United States Department of Veterans Affairs.

Permits affiant of small estate affidavit to move court in motion to compel delivery of digital assets for order under Revised Uniform Fiduciary Access to Digital Assets Act (2015). Limits administrative charge for cost of disclosing digital assets.

Relating to funding services for pregnant persons other than types of abortions on which federal moneys may not be spent; providing that this Act shall be referred to the people for their approval or rejection.

Requires Oregon Health Authority to establish grant program for purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes Pregnancy Assistance Fund and continuously appropriates moneys in fund to authority for purpose of making grants. Specifies minimum biennial amount to be deposited in fund. Specifies that authority may reimburse abortions as part of state's medical assistance program only if abortion is necessary to avoid impairment of pregnant person's major bodily functions or if pregnancy is result of rape or incest. Refers Act to people for their approval or rejection at next regular general election.
