Requires insurer in policy against risk of loss to property to provide that insurer include, at request of first-party claimant, amount of claimant's deductible in demand when exercising subrogation rights under policy, that insurer share proportionately with claimant proceeds of settlement or judgment and that insurer may not deduct expenses from proceeds unless insurer retains outside attorney, in which case insurer may deduct pro rata amount for expenses of retaining attorney.

Prohibits public institution of education or educational employee from requiring, compelling, coercing or otherwise directing student to acknowledge, affirm, declare, confess, state or in any way act in accordance with belief that any race, ethnicity, color, sex, gender, religion or national origin is inherently superior or inferior to another, that individual may be discriminated against or treated in different manner on basis of individual's membership in particular group or classification, or that any individual, by virtue of individual's membership in particular group or classification, endorses, benefits uniquely from or is inherently responsible for actions that other individuals with membership in same group or classification have taken. Prohibits public institution of education from providing, withholding or conditioning grading, academic credit or other educational benefits on basis of student's compliance with prohibited actions. Prohibits distinguishing between, classifying or assigning benefits or detriments to student on basis of student's membership in particular group or classification. Prohibits using public moneys for prohibited purposes. Permits any person to bring action to enjoin educational employee or public institution of education from taking prohibited action. Declares emergency, effective on passage.

Limits ability of Director of Department of Revenue to terminate agreement to allow taxpayer to pay tax in installment payments. Requires Department of Revenue to ensure that informational literature provided to taxpayers accurately reflects Taxpayer Bill of Rights. .

Prohibits public body from issuing COVID-19 vaccine passport. Prohibits person or public body from requiring individual to state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Prohibits person or public body from requiring individual to wear face covering if individual does not state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Declares emergency, effective on passage.

States explicitly that voter's political party affiliation may be changed only by voter. Requires Department of Transportation to ask whether person who may qualify wants to participate in automatic voter registration or automatic update of voter registration. Prohibits department from transmitting material for person who does not want to participate to Secretary of State. Requires department to inform each person who wants to be automatically registered to vote or to have voter information automatically updated about address confidentiality programs. Extends period person has to return notification from Secretary of State before person is automatically registered to vote from 21 days to 30 days. Requires department to adopt uniform policy regarding whether and how to permit voters to directly request political party affiliation. Takes effect on 91st day following adjournment sine die. .

Increases allowable size of temporary signs on private property.

Establishes limits on where cannabis may be processed. Requires local fire safety plan for chemical processing of cannabis.

Directs Office of Emergency Management to create and maintain registry of persons able and willing to provide services related to emergency response. Requires that registry be accessible to emergency management agencies and emergency program managers. Directs office to establish procedures for communicating with appropriate entities to gather and update registry information.

Limits Governor's ability to exercise authority conferred on Governor during declared state of emergency to no more than 60 days' duration, unless Legislative Assembly authorizes continued state of emergency. Requires continued authorization of state of emergency by Legislative Assembly every 60 days. Takes effect on 91st day following adjournment sine die.

Directs Department of Veterans' Affairs to establish and administer program to acquire and manage residential properties for benefit of veterans who are experiencing, or are at risk of experiencing, housing instability. Authorizes department to enter into agreements with private entities to administer program.
