Creates Oregon personal income tax subtraction for amounts received for renting out room in taxpayer's home. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Establishes standards for fiduciary of pension benefit plan offered by public body. Limits factors that may be considered in investment of assets of plan.
Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Establishes open enrollment process for school districts to allow students to attend schools in nonresident school district with consent of receiving school district. Directs district school boards to adopt and implement policy that provides for establishment of education savings accounts for students who are considered residents in school district to use for educational expenses.
Requires each post-secondary institution of education that receives state moneys to make institution's budgets and expenditures publicly available on institution's website. Allows Legislative Assembly to disapprove of individual expenditures proposed by public universities. Prohibits public university from making disapproved expenditure. Requires each post-secondary institution of education that receives state moneys to inform students of expected costs to attend institution and to be responsible for set percentages of federal loans taken by students attending institution who default on loans. Requires each post-secondary institution of education that receives state moneys to devote at least 35 percent of budget, with exceptions, to paying for full-time faculty instruction. Requires post-secondary institutions of education that receive state moneys to publicly post on website details of each gift in excess of $10,000 from foreign entity or contract entered into with foreign entity in excess of $10,000.
Sets $100 cap each year on sum of contributions that can be received by candidate or committee in cash from any source. Declares emergency, effective on passage.
Authorizes issuance of bonds under Article XI-Q of Oregon Constitution to support use of Oregon State Fair and Exposition Center as regional emergency and evacuee center. Takes effect on 91st day following adjournment sine die.
