Relating to a property tax exemption for farm machinery; prescribing an effective date.

Provides that machinery and equipment used to compress and bale harvested straw, hay, grass or other plants for purpose of storage or shipment is tangible personal property exempt from ad valorem property taxation. Applies to property tax years beginning on or after July 1, 2019. Takes effect on 91st day following adjournment sine die.

Relating to reimbursement of health care services.

Expands health benefit plan coverage of childbirth and pregnancy-related health care expenses. Specifies reimbursement of services provided by freestanding birthing centers. Requires Department of Consumer and Business Services to report to interim committees of Legislative Assembly related to health on implementation of expanded benefits. Requires that specified services related to pregnancy and childbirth be covered by state medical assistance program. Requires Oregon Health Authority to prescribe uniform payment methodology for freestanding birthing centers.

Relating to giving false information to a peace officer.

Provides that use of certain name other than name displayed on government-issued identification document does not constitute crime of giving false information to a peace officer in connection with a citation or warrant.

Relating to program providing financial assistance to recipients who receive supplemental nutrition assistance; declaring an emergency.

Requires Department of Human Services to adopt by rule program that provides financial assistance to recipients of supplemental nutrition assistance for purchasing locally grown fruits and vegetables from participating farmers' markets, farm share sites and retail outlets. Requires program match amounts that recipient spends on certain eligible foods. Appropriates moneys from General Fund to department to implement program. Declares emergency, effective on passage.

Relating to consent to annexation for extraterritorial service; declaring an emergency.

Authorizes district or city to require consent to eventual annexation of property before providing extraterritorial service to property. Creates exception if extraterritorial service is provided pursuant to certain intergovernmental agreements, if consent is not requirement of intergovernmental agreement or of comprehensive plan adopted for area in which property is situated and if extraterritorial service is service other than water service, sewer service, storm water service, constructing first paved access to property or service provided by municipal electric utility. Declares emergency, effective on passage.

Relating to loans for agricultural projects; declaring an emergency.

Limits application fee payable by beginning farmer for loan under Beginning and Expanding Farmer Loan Program to $100. Requires total amount of all fees paid by beginning farmer or bond purchaser to be paid by beginning farmer at loan closing. Provides that all fees combined may not exceed one percent of face value of bond or be less than $500. Permits loan fee to be financed with bond proceeds or included in purchase price agreed to in sales contract. Declares emergency, effective on passage.

Relating to hunting.

Prohibits state agency from restricting or closing access to state lands used for hunting unless state agency has notified State Department of Fish and Wildlife and department has posted notice of planned restriction or closure for at least 30 days on department's website. Provides exceptions.
