Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Permits Department of Justice to use moneys from Criminal Injuries Compensation Account to pay for medical services provided by children's advocacy center in cases of suspected child sexual abuse or child physical abuse. Directs University of Oregon to conduct Oregon child abuse prevalence study and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study. Appropriates moneys from General Fund to Department of Education for purposes of developing curricula and providing educator training for instructional requirements that relate to child sexual abuse prevention, human sexuality education, teen dating violence and domestic violence, and similar instructional requirements that relate to child safety. Declares emergency, effective on passage.
Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing. Establishes Rural System Development Charges Fund. Appropriates moneys from General Fund to department for purposes of program. Sunsets June 30, 2027. Increases rate of privilege tax imposed on Oregon motor vehicle dealers upon retail sale of taxable motor vehicle and rate of use tax imposed on storage, use or other consumption in this state of taxable motor vehicle purchased at retail. Applies to any taxable motor vehicle sold at retail in any jurisdiction within or outside this state that is registered by purchaser residing within county any part of which is situated within boundaries of metropolitan service district to address within district ] county . Directs revenue from increase in privilege tax to be used to supplement rebates otherwise made under zero-emission and electric vehicle rebate program and Charge Ahead Oregon Program with respect to taxable motor vehicles registered by purchaser residing within county any part of which is situated within boundaries of metropolitan service district to address within county . Requires electric companies, Oregon Community Power and consumer-owned utilities to collect one percent public purpose charge from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Requires investment of public purpose charge funds in programs to accelerate transportation electrification and grid modernization efforts that support transportation electrification. Authorizes certain retail electricity consumers to direct their own transportation electrification projects and receive credit against public purpose charges. ] Requires electric companies to invest amount in programs to support acceleration of transportation electrification that is equal to no less than one-half of one percent of total rates collected annually from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Modifies provisions relating to transportation electrification. Directs Public Utility Commission to submit annual report to Legislative Assembly on programs . Takes effect on 91st day following adjournment sine die.
Decreases biennial appropriation from General Fund to Department of Veterans' Affairs. ] Appropriates moneys from General Fund to Long Term Care Ombudsman ] Allocates lottery moneys from Veterans' Services Fund to Long Term Care Ombudsman for purpose of providing public guardian and conservator services to veterans. Limits biennial expenditures of Long Term Care Ombudsman of certain moneys for purpose of providing public guardian and conservator services to veterans. Takes effect on 91st day following adjournment sine die.
Authorizes Office of Child Care to award grants to child care facilities supporting large employers. Appropriates moneys from General Fund to office for program. Sunsets program January 2, 2022. Creates income tax credit for lessors of real property leased to certified child care facilities. Creates income tax credit for child care facilities with staff members who received 18 or more clock hours of training related to child care. Creates income tax credit for child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Includes attempts to obtain commercial advantage in provision of child care service as form of false reporting of child abuse. Allows all residential structures to be used as certified or registered family child care homes. Prohibits conditions on child care facilities that are more restrictive than other uses allowable within land use zone. Allows development of child care facilities as conditional use on lands zoned for exclusive farm use. Takes effect on 91st day following adjournment sine die.
Authorizes peace officer to request order from circuit court for information regarding missing individual. Removes authority for peace officer to request investigative subpoena from circuit court. Provides that person may respond to subpoena or court order by asserting right against self-incrimination. Provides that immunity applies only to criminal investigation or prosecution of missing individual.
Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2022, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2027. Declares emergency, effective on passage.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
