Prohibits person who is foreign national from making contribution or expenditure to candidate, political committee or petition committee to influence nomination for or election to public office, election on measure or initiative, referendum or recall petition or to pay for communication in support of or in opposition to candidate or measure. Defines "foreign national." Prohibits candidate, political committee or petition committee from soliciting, accepting or receiving contribution or expenditure from foreign nationals. Prohibits person from soliciting, accepting or receiving contribution or expenditure from foreign nationals made to influence nomination for or election to public office, election on measure or initiative, referendum or recall petition or to pay for communication in support of or in opposition to candidate or measure. Prohibits person from knowingly or recklessly assisting another in violating Act. Requires operator of media outlet or Internet platform to establish policies, procedures and controls to prevent distribution of communication by foreign national made in violation of Act. Requires Internet platform to remove communications made in violation of Act and report violation. Requires communication from foreign national made to influence state or local policy or that references interest of government of foreign country or foreign political party to identify foreign national in communication.

Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.
Requires Secretary of State to conduct study and develop recommendations regarding how to amend election timelines in Oregon to ensure both more efficient electoral process and increased participation by electors. Requires secretary to submit report detailing recommendations to interim committees of Legislative Assembly by September 15, 2022. Sunsets January 2, 2023.
Directs State Department of Agriculture to establish grant program for purpose of facilitating nonlethal deterrence of wildlife conflict species by farmers and ranchers. Establishes Wildlife Conflict Species Nonlethal Deterrence Fund to support grant program. Appropriates moneys to department out of General Fund for deposit into Wildlife Conflict Species Nonlethal Deterrence Fund. Sunsets grant program and Wildlife Conflict Species Nonlethal Deterrence Fund on January 2, 2027. Takes effect on 91st day following adjournment sine die.
Alters passenger motor vehicle registration fee from flat rate to fee based on formula calculated from age, weight, list price and miles per gallon or miles per gallon equivalent of vehicle.
Establishes financial literacy as requirement for high school diploma. Directs Department of Education to establish academic content standards and statewide assessment system for financial literacy. Requires school districts and public charter schools to offer students instruction in financial literacy.
Requires Secretary of State or county clerk, rather than filer, to designate argument filed for publication in voters' pamphlet as either supporting or opposing ballot measure.
Proposes amendment to Oregon Constitution providing for same-day voter registration. Refers proposed amendment to people for their approval or rejection at next regular general election.
Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.
Requires Oregon Health Authority ] Department of Human Services to provide medical assistance to employed individuals with disabilities without regard to individuals' income or resources. Allows consideration of income when determining cost-sharing for program. Takes effect on 91st day following adjournment sine die.
