Instructs State Department of Agriculture to establish grant program for purpose of facilitating nonlethal deterrence of wildlife conflict species by individuals who raise, keep or produce livestock or crops. Establishes Wildlife Conflict Species Nonlethal Deterrence Fund to support grant program. Appropriates moneys to department out of General Fund for deposit into Wildlife Conflict Species Nonlethal Deterrence Fund. Sunsets grant program and fund on January 2, 2029. Declares emergency, effective on passage.

Creates income or corporate excise tax credit for investment in affordable housing, available to taxpayer eligible for federal low-income housing credit, and allocated by Housing and Community Services Department. Sets annual limit for total combined potential tax credits allocated to all taxpayers. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2039. Takes effect on 91st day following adjournment sine die.
Specifies property and funds of judgment debtor that are exempt from execution or garnishment. Permits plaintiff to bring action, including class action, for unlawful debt collection practice within six years after discovering unlawful practice and increases amount of recoverable statutory damages. Takes effect on 91st day following adjournment sine die.
Directs Oregon Criminal Justice Commission to study effect of sentencing types on recidivism rates, and to provide results of study to interim committees of Legislative Assembly no later than December 31, 2024. Sunsets January 2, 2025.
Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Directs State Workforce and Talent Development Board to adopt policies specific to workforce development initiatives within clean energy sector. Directs State Workforce and Talent Development Board, in coordination with Oregon Business Development Department, to facilitate creation of high road training partnerships that aim to accomplish shared regional goals with respect to workforce and economic development.
