HB 4022: Relating to children's literacy.

Establishes the Oregon Imagination Library Program to provide a free book each month to eligible children, encourage children to develop a love of reading and learning and improve school readiness, third-grade reading proficiency and high school graduation rates. Directs the Department of Early Learning and Care to implement and administer the program. Authorizes the Early Learning Council, in consultation with the department, to adopt rules necessary to implement the program. Establishes the Oregon Imagination Library Account within the department for purposes of funding the program.

SB 1538: Relating to conduct of public education; and prescribing an effective date.

Requires district school boards to admit all students to all schools and instructional programs of the school district. Prohibits discrimination in education related to immigration or citizenship status. Makes limited exceptions. Adds requirements for model policies prepared by the Attorney General related to immigration enforcement at public schools. Requires school districts and education service districts to [ adopt related policies and procedures and to provide training to district employees related to the policies and procedures ] provide applicable model policies to employees . Takes effect July 1, 2026.

SB 1512: Relating to workforce development.

Expands the goals and purposes of the Prosperity 10,000 Program. Requires the Higher Education Coordinating Commission to award grants to local workforce development boards to administer the program. Requires local workforce development boards to consider certain factors when distributing funds to certain entities.
