SB 600: Relating to affordable housing.

Requires the Housing and Community Services Department to study affordable housing. Directs the department to submit findings to the interim committees of the Legislative Assembly related to affordable housing not later than September 15, 2026. Sunsets on January 2, 2027.

SB 123: Relating to the corporate activity tax; prescribing an effective date.

] [ Requires the Legislative Revenue Officer to study the corporate activity tax. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026. ] Modifies the provision that exempts receipts from the sale by certain pharmacies of prescription drugs to allow use of the exemption by critical access pharmacies and to require pharmacies allowed the exemption based on the number of locations to have at least one location in this state. Applies to tax years beginning on or after January 1, 2026. Removes the sunset from the exclusion for subcontracting payments. Takes effect on the 91st day following adjournment sine die.

SB 129: Relating to individuals with intellectual disabilities; declaring an emergency.

Digest: The Act repeals the statutes that allowed a person to be ordered by a court to stay in a facility against their will on the basis of having an IDD. Repeals statutes authorizing the involuntary commitment of an individual based on an intellectual disability. Prohibits a public body from denying services related to mental illness on the basis that the individual seeking services also has an intellectual disability. Becomes operative on January 1, 2026. Declares an emergency, effective on passage.

SB 587: Relating to an income tax subtraction for amounts received in wildfire litigation; prescribing an effective date.

Creates Oregon corporate excise and income tax subtractions for amounts received in resolution of a civil action arising from wildfire. Creates Oregon corporate excise and income tax subtractions for wildfire-related legal fees paid by plaintiffs. Allows a taxpayer to amend a return to claim a refund for earliest tax year in which subtraction is allowed. Applies to declarations and executive orders issued on or after January 1, 2018, and before January 1, 2026, and to amounts received, losses incurred and legal fees paid in tax years beginning on or after January 1, 2018. Takes effect on the 91st day following adjournment sine die.

SB 1116: Relating to the Family Preservation Project.

Directs the Oregon Criminal Justice Commission to study the establishment of the Family Preservation Project pilot program at the Coffee Creek Correctional Facility. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

SB 325: Relating to fiscal impact statements from school districts.

Requires the Legislative and Policy Research Director to cause to be studied the accuracy of fiscal impact statements that are submitted by school districts to the Legislative Fiscal Office. Directs the director to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026.

SB 615: Relating to permanent physical injury.

Establishes a procedure for charging an aggravated version of certain assault and attempted murder offenses when the defendant causes permanent physical injury to the victim during the commission of the crime. Provides that if the defendant is convicted of the aggravated offense, the court shall sentence the defendant to 300 months' imprisonment. Authorizes the court to impose a lesser sentence in certain circumstances.

SB 419: Relating to taxation of multinational corporations; prescribing an effective date.

Includes, for purposes of corporate excise tax, a corporation incorporated in the United States or a foreign country in the determination of unitary relationship among corporations. Establishes the Perinatal, Child and Maternal Health Fund to fund programs to support the health and well-being of parents and young children. Transfers an amount equal to the estimated increase in revenue attributable to the change in tax treatment of multinational taxpayers to the fund. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

SB 406: Relating to zero-based budgeting.

Declares a policy of the state to use zero-based budgeting in developing the biennial budget plan. Requires state agencies to include information justifying proposed expenditures in agency request budgets filed with the Oregon Department of Administrative Services. Applies to biennia beginning on or after July 1, 2027.

SB 928: Relating to ensuring that forced labor is not used for electric products that public bodies procure; prescribing an effective date.

Requires public bodies that procure electric vehicles and solar photovoltaic energy systems to receive before entering a contract for the electric vehicle or solar photovoltaic energy system a certification from the manufacturer, distributor, vendor or supplier that the production, assembly, transportation or sale of the electric vehicle or solar photovoltaic energy system did not use or involve forced labor or oppressive child labor. Requires probative evidence to accompany the certification. Provides that a person that supplies a certification that is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate is liable for a civil penalty of not more than $10,000 or half of the price the public body paid for the electric vehicle or solar photovoltaic energy system. Subjects the public body to similar penalties for knowingly or intentionally accepting a certification that the public body knows is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate. Takes effect on the 91st day following adjournment sine die.

SB 512: Relating to the Rock Creek Hatchery; declaring an emergency.

] [ Directs the State Fish and Wildlife Commission to operate a summer steelhead fish hatchery at the Rock Creek Hatchery and release the hatchery fish into the North Umpqua River. ] Directs the State Department of Fish and Wildlife to study the impacts of temperature, predation and rearing practices associated with the Rock Creek Hatchery. Directs the department to report on the study to the Legislative Assembly no later than September 15, 2026. Appropriates moneys to the [ commission ] department out of the General Fund for [ operating the hatchery and releasing the hatchery fish ] conducting the study . Declares an emergency, effective on passage.
