Water Reuse and Resiliency Act of 2021 This bill reauthorizes through FY2026 and revises a pilot program of the Environmental Protection Agency for alternative water source projects. The program, which was established under the Clean Water Act, provides grants to states, local agencies, private utilities, and nonprofit entities for alternative water source projects to meet critical water supply needs.

This resolution (1) designates July 2021 as National Blueberry Month; and (2) recognizes the contributions of blueberry growers in the United States and their families, and that purchasing blueberries grown in the United States supports farmers, jobs, communities, and the economy of the United States.

Sustainable Highways Innovation Act This bill specifies that alternative fueling infrastructure, renewable energy generation facilities, electrical transmission and distribution infrastructure, and broadband infrastructure and conduits are utility facilities for purposes of accommodations within a right-of-way on a federal-aid highway. The bill also encourages states to implement certain vegetation management practices (e.g., increased mowing heights and planting pollinator-friendly habitats) along such rights-of-way.

This bill establishes the Helping Obtain Prosperity for Everyone grant program to cover planning and related costs of public transportation projects in areas where at least 20% of the population has lived in persistent poverty and in rural areas.

First Step Implementation Act of 2021 This bill makes various changes related to federal sentencing law and requires the Department of Justice (DOJ) to establish procedures to ensure the prompt release and accuracy of employment-related background check records. The bill allows certain reduced mandatory minimum sentences for drug offenses to be applied retroactively to offenders who committed their offenses on or before December 21, 2018; permits a court, in certain circumstances, to grant safety valve relief (i.e., impose a sentence without regard to the statutory mandatory minimum penalty for certain drug offenses) for an otherwise eligible defendant who does not meet the requirement pertaining to criminal history; permits a court to reduce a sentence imposed on a defendant convicted as an adult for an offense committed as a juvenile if the defendant has served at least 20 years of the sentence; establishes a process to seal and expunge certain records of juvenile nonviolent offenses; and requires DOJ to establish and enforce procedures to ensure that records exchanged for employment-related background checks are promptly released and accurate.

Prohibiting Punishment of Acquitted Conduct Act of 2021 This bill limits the consideration of acquitted conduct (e.g., conduct underlying criminal charges for which an individual was found not guilty) by a federal court at sentencing.

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Sustainable Skies Act This bill allows a business-related tax credit through 2031 for each gallon of sustainable aviation fuel used by a taxpayer in the production of a qualified mixture (i.e., a mixture of sustainable aviation fuel and kerosene that is sold for use in certain U.S. aircraft). The bill generally defines sustainable aviation fuel as liquid fuel that consists of synthesized hydrocarbons, meets certain recognized international standards, is derived from biomass, waste streams, renewable energy sources, or gaseous carbon oxides, is not derived from palm fatty acid distillates, and achieves at least a 50% life cycle greenhouse gas emissions reduction in comparison with petroleum-based jet fuel. To be eligible for such credit, a taxpayer must meet certification requirements showing that the sustainable aviation fuel conforms with one of the life cycle greenhouse gas emissions reduction tests set forth in this bill.

Zero-Emission Nuclear Power Production Credit Act of 2021 This bill allows a new business-related tax credit through 2031 for the production of electricity from zero-emission nuclear power. It also allows an election for direct payments of such credit and requires a recapture of the credit for contractors who pay their laborers or mechanics less than the prevailing wage rate. Contractors must ensure that at least 15% of their work force is composed of qualified apprentices. The bill requires the Government Accountability Office to report on the effectiveness the tax credit.

Immigrant Veterans Eligibility Tracking System Act or the I-VETS Act This bill requires the Department of Homeland Security (DHS) to identify aliens who are serving or have served in the Armed Forces when such an alien applies for an immigration benefit or is placed in an immigration enforcement proceeding. Such information shall be reflected in DHS records and may not be used to remove an alien from the United States.
