Choice Arrangement

Maddy summaryThe Choice Arrangement Act creates a new type of employer-provided health benefit called a "CHOICE arrangement" that allows employees to use employer funds to pay for health care expenses. These arrangements must meet specific requirements including nondiscrimination rules, enrollment verification, and proper notice to employees. Employers offering CHOICE arrangements can claim a tax credit of $100 per month for the first year and $50 per month for the second year for each employee enrolled. Employees in CHOICE arrangements remain eligible to purchase health insurance through the marketplace. The changes apply to plan years beginning after December 31, 2025.

Medicare Advantage Prompt Pay Act

Maddy summaryHR 5454, the Medicare Advantage Prompt Pay Act, requires Medicare Advantage plans to pay 95% of valid claims (with complete data) within 14 days for electronic claims or 30 days for paper claims, starting January 1, 2027. Plans that miss these deadlines must pay interest at standard government rates and face $25,000 civil penalties per violation. The bill also mandates annual reports showing payment rates for in-network versus out-of-network claims and interest paid. This directly affects Medicare Advantage insurers and healthcare providers (like doctors and hospitals) who bill these plans.

Pay Our Troops Act of 2026

Maddy summaryHR 5401, the Pay Our Troops Act of 2026, ensures military personnel, civilian Defense workers, and supporting contractors receive pay during government funding gaps in fiscal year 2026. It appropriates emergency funds for active-duty service members, reserves, and their supporting personnel (including Coast Guard staff under DHS) if regular appropriations aren't enacted by the end of the fiscal year. The bill provides necessary pay and allowances during any period when full-year funding is unavailable, covering both active service and support roles. Funding expires when regular appropriations are passed, a funding resolution is enacted, or January 1, 2027, whichever comes first. This is a procedural measure to prevent pay delays for military and support staff during fiscal year 2026 funding lapses.

RESULTS Act

Maddy summaryThe RESULTS Act (HR 5269) changes how Medicare calculates payment rates for clinical diagnostic laboratory tests. It requires Medicare to collect data on private payor rates for widely available non-Advanced Diagnostic Laboratory Tests (non-ADLTs) from a qualifying independent claims data entity (a national nonprofit organization meeting specific criteria) rather than relying on data reported directly by laboratories. For tests where data is unavailable, the bill establishes default payment rates based on previous years' rates adjusted for inflation. The law also requires Medicare to publicly explain payment rates with supporting data, affecting Medicare beneficiaries, clinical laboratories, and private payors that provide services covered by Medicare.

Pay Our Border Patrol and Customs Agents Act

Maddy summaryThis bill ensures U.S. Border Patrol Agents and Customs and Border Protection officers who continue working during a government shutdown receive their salaries. It authorizes funding from the Treasury for fiscal year 2026 to cover their salaries and expenses during any lapse in discretionary appropriations. The measure specifically applies to employees "excepted from furlough," meaning those required to work during shutdowns. It does not change eligibility for pay but guarantees funding for these personnel during funding gaps.

TRUST Act

Tariff Revenue Used to Secure Tomorrow Act or TRUST Act This bill establishes the Tariff Trust Fund within the Treasury and requires certain revenues collected from duties (e.g., tariffs) to be deposited into the fund and used for deficit reduction. If the federal government maintains a budget deficit for any fiscal year beginning with FY2026 and continues to maintain a budget deficit for the subsequent fiscal year, the bill requires amounts collected from the imposition of duties for the subsequent fiscal year that exceed the amounts collected from duties for FY2025 to be deposited into the fund established by this bill.  Any amounts deposited into the fund must be transferred to the general fund of the Treasury and may only be used for deficit reduction.

Home Health Stabilization Act of 2025

Maddy summaryHR 5142, the Home Health Stabilization Act of 2025, prevents payment cuts to Medicare home health providers for 2026 and 2027. It requires the Medicare Secretary to adjust payment rates to fully offset two planned negative adjustments (-4.059% and -5.0%) that would have reduced payments under the 2026 rate update rule. This ensures home health agencies receive full reimbursement for services during those years without further reductions based on prior payment formulas. The bill directly affects home health providers who rely on Medicare payments for patient care.

DETECT Act of 2025

Maddy summaryHR 4974, the DETECT Act of 2025, is a procedural bill requiring the Comptroller General to submit a report within 180 days of enactment to the House Ways and Means and Senate Finance committees. The report must assess the potential of artificial intelligence to help the Internal Revenue Service detect tax fraud. This bill does not create new policy or directly affect any group; it mandates a study on AI's role in tax enforcement. The focus is solely on gathering information, not implementing new measures.

CREATE Act

Maddy summaryThe CREATE Act increases tax credit limits for film and television productions, raising the annual spending cap from $15 million to $30 million for qualified productions and adjusting related thresholds from $20 million to $40 million. It adds an annual inflation adjustment mechanism to these limits starting in 2026, automatically increasing them based on the cost-of-living index. The bill extends the program's expiration date from December 31, 2025, to December 31, 2030. This directly affects producers of eligible entertainment projects by expanding available tax credits and providing long-term stability for the industry. The changes apply to productions starting in taxable years ending after December 31, 2025.
