Taxpayers and Savers Protection Act or the TSP Act This bill prohibits any sums in the Thrift Savings Fund from being invested in a security that is listed on an exchange in a jurisdiction in which the Public Company Accounting Oversight Board is prevented from conducting the mandatory inspection or investigation of a registered public accounting firm because of a position taken by an authority in that jurisdiction.

Regional Impact of Disasters and Emergencies Relief Act or the RIDER Act This bill expands eligibility for individual and public assistance to areas contiguous to an area designated as eligible to receive assistance as a result of a major disaster and includes cumulative damage from multiple natural catastrophes within the definition of major disaster.

Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 [ sic ] This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition.

Second Amendment Protection Act This bill directs the Department of Homeland Security to issue guidance to identify licensed firearms manufacturers and licensed firearms dealers as essential businesses for purposes of any state or local order relating to a national emergency or a major disaster. The bill also makes various changes to federal firearms laws, including to remove certain restrictions on interstate firearms transactions, to establish a statutory framework to regulate the carry or possession of concealed firearms across state lines, and to establish a tax credit for individuals for certain firearm safety expenditures (e.g., amounts paid to attend a firearm safety course).

Defending Our Defenders Act This bill establishes federal criminal offenses involving the murder of federal, state, or local law enforcement officers. Violators are subject to life in prison or death. The bill sets forth aggravating factors (e.g., intent to ambush or prior history of promoting violence against a law enforcement officer) to be considered in determining whether to impose the death penalty.

Sarah's Law This bill requires U.S. Immigration and Customs Enforcement (ICE) to detain an alien who is unlawfully present in the United States and has been charged with a crime that resulted in the death or serious bodily injury of another person. ICE shall make reasonable efforts to obtain information about the identity of any victims of the crimes for which such alien was charged or convicted. ICE shall provide the victim, or a relative or guardian of a deceased victim, with information about such alien, including name, date of birth, nationality, immigration status, criminal history, and a description of any related removal efforts.

This bill extends the authority of the Department of the Interior to provide any assistance to the local coordinating entity for the Atchafalaya National Heritage Area in Louisiana.

This bill eliminates federal pandemic unemployment compensation on May 31, 2021. Under current law, this supplementary compensation is available to claimants in participating states until September 6, 2021.

Operation Stonegarden Authorization Act This bill provides statutory authorization for the Operation Stonegarden grant program within the Department of Homeland Security. Through the program, the Federal Emergency Management Agency shall provide grants for enhancing border security to law enforcement agencies that are (1) in a state with an international land or maritime border, and (2) involved in an active U.S. Customs and Border Protection operation coordinated through the Border Patrol.

Repealing Illegal Freedom and Liberty Excises Act or the RIFLE Act This bill repeals the excise tax on the transfer of firearms. The bill shall not be construed as placing any regulated firearms under the jurisdiction of the U.S. Consumer Product Safety Commission.
