This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.

This resolution expresses that it is the sense of the House of Representatives that the energy independence of the United States is critical to national security and should include the production and use of all available energy sources, including coal, natural gas, oil, nuclear energy, and renewables, as well as strategic minerals critical to electric vehicles and other clean energy sources; and President Biden should take immediate action to restore the energy security of the United States and provide U.S. allies with an affordable and secure supply of energy.

This bill restricts various presidential and federal authorities related to the acquisition of supplies to combat COVID-19. Specifically, the bill prohibits the President from exercising certain authorities under the Defense Production Act of 1950 to prioritize the performance of federal contracts or orders for COVID-19 supplies over the performance of state or territorial contracts or orders. In addition, states or territories may use federal COVID-19 relief funds for COVID-19 supplies that they had been unable to purchase because of prioritized performance of federal contracts or orders. (The Defense Production Act of 1950 confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) Additionally, the Food and Drug Administration may not ration, limit, restrict access to, or otherwise control the quantity of a medical product authorized for use during an emergency, including by requiring products to be distributed through a state- or territorial-based system.

Upholding the 1995 Jerusalem Embassy Law Act of 2021 This bill prohibits using federal funds to establish any diplomatic facility in Jerusalem other than the U.S. Embassy to Israel.

Ban IRS Biometrics Act This bill prohibits the Department of the Treasury from requiring taxpayers to provide biometric information as a condition of filing any tax return, receiving any service, or accessing taxpayer information. The bill defines biometric information as any information regarding any measurable physical characteristic or personal behavioral trait used to recognize the identity, or verify the claimed identity or location, of an individual, including facial images, fingerprints, and iris scans. Treasury must also develop a plan for the safe and secure destruction and disposal of any biometric information collected or used prior to the enactment of this bill.

Halting the Use of Narcotics Through Effective Recovery Act of 2022 or the HUNTER Act of 2022 This bill prohibits the use of federal funds to purchase (or support the purchase of) pipes, syringes, or other paraphernalia that can be used to smoke, inject, or otherwise introduce into the body any controlled substance unlawfully. This includes funds made available through the American Rescue Plan Act of 2021 for overdose prevention, syringe services, and other harm reduction programs.

Health Care for Burn Pit Veterans Act This bill updates policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have been exposed to toxic substances. Specifically, the bill extends the eligibility period for VA hospital care, medical services, and nursing home care for combat veterans who served after September 11, 2001, and were exposed to toxic substances, radiation, or other conditions, including those who did not enroll to receive VA care during the eligibility period. The VA must incorporate into its existing health care screening a screening to help determine potential exposures to toxic substances during military service. Among other requirements, the VA must also provide annual training to health care and benefits personnel with respect to veterans who were exposed to toxic substances; analyze total and respiratory disease mortality in veterans who served in specified locations on specified dates; conduct an epidemiological study on the health trends of veterans who served in the Armed Forces after September 11, 2001; conduct a study to determine trends in the rates of the incidence of cancer in veterans; publish a list of VA resources for veterans who were exposed to toxic substances, families and caregivers of such veterans, and survivors of such veterans who are receiving death benefits; and report on the data quality of the Individual Longitudinal Exposure Record and its usefulness in supporting veterans in receiving VA health care and benefits.

Senior Citizens Tax Elimination Act This bill repeals the inclusion of any Social Security or tier I railroad retirement benefits in gross income for income tax purposes. The bill also (1) appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this bill, and (2) expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this bill.

Eliminating Abusive and Rampant Neglect of Interactive Technologies Act of 2022 or the EARN IT Act of 2022 This bill revises the federal framework governing the prevention of online sexual exploitation of children. The bill establishes the National Commission on Online Child Sexual Exploitation Prevention. The commission must develop best practices for interactive computer services providers (e.g., Facebook and Twitter) to prevent, reduce, and respond to the online sexual exploitation of children. Additionally, the bill limits the liability protections of interactive computer service providers with respect to claims alleging violations of child sexual exploitation laws. The bill replaces various statutory references to child pornography and material that contains child pornography with child sexual abuse material . Finally, the bill makes changes to the reporting requirements for electronic communication service providers and remote computing service providers (providers) who report apparent instances of crimes involving the sexual exploitation of children to the National Center for Missing and Exploited Children. Among the changes, the bill requires providers to report facts and circumstances sufficient to identify and locate each minor and each involved individual. The bill also increases the amount of time that providers must preserve the contents of a report.

Stop Arduous Vaccine Enforcement Act of 2022 or the SAVE Act of 2022 This bill prohibits transplant centers from discriminating against an individual on the basis of COVID-19 vaccination status for purposes of determining eligibility or assigning priority for organ transplants.
