Deceptive Practices and Voter Intimidation Prevention Act of 2021 This bill generally prohibits deceptive practices, false statements, and voter interference regarding federal elections. Specifically, the bill prohibits any person, within 60 days before a federal election, from communicating, causing to be communicated, or producing for communication certain information on voting, if the person (1) knows such information to be materially false, and (2) has the intent to impede or prevent another person from exercising the right to vote in an election. The bill also prohibits false statements regarding public endorsements and hindering, interfering with, or preventing voting or registering to vote. A private right of action for preventive relief is established for persons aggrieved by violations of these prohibitions. Criminal penalties are also established for violations. If the Department of Justice (DOJ) receives a credible report that materially false information has been or is being communicated in violation of these prohibitions, and state and local election officials have not adequately communicated corrected information, DOJ must communicate to the public accurate information designed to correct the materially false information.

Rights for the Transportation Security Administration Workforce Act of 2021 or the Rights for the TSA Workforce Act of 2021 This bill modifies the workplace rights, protections, and benefits applicable to Transportation Security Administration (TSA) personnel. Specifically, the bill within 180 days, eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates, leave rights, and other rights of TSA and Federal Air Marshal Service employees; and requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The bill also directs the TSA to implement in-person or remote mental health programs at each field office of the Federal Air Marshal Service and consult with labor associations to address concerns regarding federal air marshals, including mental health and suicide rates; requires DHS to prioritize the hiring of veterans, including disabled veterans; and directs the TSA to ensure its employees are provided proper guidance regarding prevention and protections against the coronavirus.
Wildfire Emergency Act of 2021 This bill provides for programs and activities in support of forest restoration, wildfire mitigation, and energy resilience. The Department of Agriculture (USDA) shall select landscape-scale forest restoration projects to implement on National Forest System land and on land adjoining National Forest System land. USDA shall establish a pilot program under which USDA may enter into conservation finance agreements with public or private persons to implement and monitor such projects. The Department of Energy shall establish a program to support critical infrastructure and microgrids, including by improving the energy resilience and power needs of critical facilities (e.g., hospitals) through the use of microgrids, renewable energy, energy efficiency, reduced electricity demand, and on-site storage. USDA and the Department of the Interior shall establish one or more centers in western states to train individuals in methods relevant to the mitigation of wildfire risk. USDA shall establish a competitive grant program to support workforce development in forestry and fire management.
Building Child Care for a Better Future Act This bill (1) increases funding for child care assistance under the Temporary Assistance for Needy Families (TANF) program, and (2) funds grants to support access to child care in areas of particular need.
Reproductive Rights are Human Rights Act of 2021 This bill directs the Department of State to include in its annual reports on human rights in countries receiving U.S. development and security assistance a discussion of the status of reproductive rights in each country. This must include whether a country has adopted and enforced policies to (1) promote access to contraception and accurate, nondiscriminatory family planning and sexual health information; (2) provide services to ensure safe and healthy pregnancy and childbirth; (3) expand or restrict access to safe abortion services; and (4) prevent and treat sexually transmitted diseases. For each country, the reports shall also contain (1) data concerning pregnancy-related injuries and deaths; and (2) a description of the nature and extent of discrimination and violence against women, girls, and LGBTQI+ individuals in health care settings and the relevant government's response to such actions.
Safe Gun Storage Act of 20 21 This bill requires safety standards for firearm locks and safes. Under such standards, firearm locks must be reasonably designed to (1) prevent the firearm from discharging while the lock is activated, and (2) prevent unauthorized access to the firearm. Further, firearm safes must be reasonably designed to (1) secure firearms, and (2) prevent unauthorized access to the safe through physical manipulation or damage.
Bridge Investment Act of 20 21 This bill establishes a bridge investment program to award competitive grants to certain governmental entities for projects that improve (1) the condition of bridges; and (2) the safety, efficiency, and reliability of the movement of people and freight over bridges. Among other things, the bill requires grant awards for large projects (projects with total costs of greater than $100 million) to be at least $50 million, and for any other projects not less than $2.5 million; directs the Department of Transportation (DOT) to consider a number of factors in awarding grants, including the extent to which a project demonstrates cost savings by bundling multiple bridge projects; requires DOT to prioritize projects that are located within states for which at least two project applications were submitted in the current fiscal year and an average of two were submitted in prior fiscal years, and fewer than two grants have been awarded for projects within the state; and limits funding for projects that consist solely of culvert replacement or rehabilitation.
Voters on the Move Registration Act of 2021 This bill requires the Consumer Financial Protection Bureau to develop, and specified agencies to distribute, a statement providing individuals with information on how to register to vote and their voting rights. This information must be provided to individuals upon their participation in certain rental assistance programs or application for certain residential mortgages.
This resolution designates May 15, 2021, as Kids to Parks Day. The resolution recognizes the importance of outdoor recreation and the preservation of open spaces to the health and education of young people of the United States.
National Center for the Advancement of Aviation Act of 202 1 This bill establishes the National Center for the Advancement of Aviation to serve as a national independent forum to facilitate collaboration and cooperation between aviation and aerospace stakeholders to support and promote civil and military aviation and aerospace. The center must perform the following duties support the development of aviation and aerospace education curricula; support the professional development of educators using such curricula; promote aviation and aerospace employment opportunities; support Armed Forces personnel seeking to transition to a career in civil aviation or an aerospace-related field through outreach, training, apprenticeships, or other means; serve as a central repository for publicly available economic data, safety data, and research efforts related to the aviation and aerospace sectors; and serve as a forum, through symposiums, conferences, and other means as appropriate, for cross-disciplinary collaboration among aviation and aerospace stakeholders. Additionally, the center may issue grants to organizations that have experience in, and knowledge of, creating, developing, and delivering or updating (1) high school aviation curricula; or (2) aviation curricula used at institutions of higher education, secondary educations institutions, or by technical training and vocational schools.
