Protecting o ur Pharmaceutical Supply Chain from China Act of 2021 This bill requires the federal government to maintain a registry of certain foreign-sourced drugs, prohibits federal health care programs from purchasing drugs containing ingredients manufactured in China, requires drugs to be labeled for country of origin, and offers domestic manufacturing facility tax incentives. The Food and Drug Administration shall maintain (1) a list of foreign-sourced drugs and active ingredients that are critical for consumer health and safety, and (2) another list identifying such drugs that are produced exclusively in China or use ingredients produced in China. The bill phases in a restriction on federal health care programs purchasing drugs with active ingredients manufactured in China. By January 1, 2024, such programs may not purchase a drug with any active ingredients from China. The Department of Health and Human Services may issue a waiver for an agency or program that is unable to meet this requirement, but no waiver may apply to drugs purchased in or after 2026. Each drug must have labeling listing the country of origin of each active ingredient, and a drug without this labeling shall be deemed misbranded. The bill allows 100% tax expensing for qualified pharmaceutical and medical device manufacturing property placed in service between 2020 and 2026.

Anti-BDS Labeling Act This bill provides statutory authority for the continuation of U.S. policy related to country of origin marking for imported goods that are produced in the West Bank or Gaza. Currently, such goods must carry specified markings that indicate their origin. Further, the bill prohibits the use of any funds made available to the Department of State or to U.S. Customs and Border Protection to rescind or change this policy.

American Telecommunications Security Act This bill prohibits the use of certain funds to purchase communications equipment or services determined to pose a national security risk.

Aluminum Pricing Examination Act or the APEX Act This bill extends the jurisdiction of the Commodity Futures Trading Commission (CFTC) to include the markets for aluminum premiums. Specifically, the CFTC has jurisdiction over (1) the process and manner in which reference prices for such premiums are set or reported, and (2) whether the mechanism for setting such reference prices is fair and transparent. Additionally, the CFTC must consult with the Department of Justice regarding relevant information, including allegations of anticompetitive conduct.

Federal Firearms Licensee Protection Act of 2021 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

Fund the Police Act of 2021 The bill rescinds specified COVID-19 relief funds and makes the funding available to the Department of Justice (DOJ) for law enforcement grant programs. Specifically, the bill rescinds certain unobligated funds that were provided by the American Rescue Plan Act of 2021 for making payments to states, territories, and tribal governments to mitigate the fiscal effects stemming from the COVID-19 public health emergency. The bill makes the rescinded funds available to DOJ for (1) the Edward Byrne Memorial Justice Assistance Grant program, and the (2) Community Oriented Policing Services (COPS) grant program. It also makes a portion of the funds available to establish a Law Enforcement Assistance Trust Fund to ensure the long-term availability of federal support for state and local law enforcement activities.

Credit Access and Inclusion Act of 2021 This bill allows for the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Protecting Life on College Campus Act of 2021 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.

Taiwan Partnership Act This bill requires the Department of Defense to submit a report annually to the Congressional defense committees on the feasibility and advisability of enhanced cooperation between the National Guard and Taiwan.

Semiquincentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $25.00 gold coins, $2.50 silver coins, 25 cent clad coins, and proof silver $2.50 coins in commemoration of the 250th anniversary of the establishment of the United States. The designs of the coins shall be emblematic of the semiquincentennial anniversary of the establishment of the United States of America and celebrate 250 years of our nation. On each coin there shall be a designation of the value of the coin; an inscription of the years 1776-2026; and inscriptions of the words Liberty , In God We Trust , United States of America , and E Pluribus Unum . Treasury may issue coins under this bill only during the period beginning on January 1, 2026, and ending on December 31, 2026. All sales of coins issued shall include a surcharge as prescribed by this bill. All surcharges received by Treasury from the sale of such coins shall be paid to the America 250 Foundation to fund the restoration, rehabilitation, and interpretation of units of the U.S. National Park System and its related areas, as a legacy of the semiquincentennial commemoration.
