This bill prescribes that a peer support specialist of the Department of Veterans Affairs (VA) must not be responsible for providing assistance to a veteran regarding a claim for compensation for a covered mental health condition (e.g., post-traumatic stress disorder) based on military sexual trauma (MST) experienced during active service. Such specialists must only provide counseling services, guidance, and support and must not participate in the adjudication of the claim. As part of the forms for claims for compensation for a covered mental health condition based on MST, the VA must include an option for a veteran to elect to be referred to a MST trauma coordinator at the VA facility closest to the veteran's residence. Additionally, the VA must (1) ensure that its peer support specialists receive annual training on providing peer support regarding MST, and (2) provide annual training on the processing of claims for compensation for covered mental health conditions based on MST to its MST coordinators and peer specialists.

Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

This resolution welcomes Finland and Sweden's decision to join the North Atlantic Treaty Organization (NATO). The resolution acknowledges that Russia's invasion of Ukraine has dramatically changed the security situation in Europe, and that the reform and expansion of NATO is key to ensuring a safe and prosperous future for the United States and its critical allies and partners. The resolution also calls on the President to move expeditiously to complete all documents and reports needed to support the Senate's approval of the accession protocols. Finally, the resolution calls on all NATO members to move rapidly to complete their ratification processes.
COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission unless the Department of State certifies to Congress that the commission has been abolished. After such a certification, the United States shall, subject to appropriations, provide to the United Nations an amount equal to all the contributions that were withheld under this bill. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.
Don Young Arctic Warrior Act This bill requires the military departments and the Department of Defense (DOD) to provide certain benefits to specified members of the Armed Forces who are assigned to a duty station in Alaska or those assigned to perform cold weather operations. Additionally, DOD must establish various programs and incentives for certain behavioral health students or professionals.
Bruce's Law This bill reauthorizes certain grants through FY2027 and sets out other activities to address the dangers of fentanyl-related drug overdoses, with a particular focus on fentanyl contamination. Specifically, the bill (1) reauthorizes grants that are available through the White House Office of National Drug Control Policy (ONDCP) for community-based coalitions to address local drug crises, and (2) authorizes new grants for coalitions to implement education and prevention strategies in communities that face significant levels of drug overdoses related to fentanyl and other synthetic opioids. The ONDCP may delegate authority to execute the new grants to the Centers for Disease Control and Prevention. Additionally, the Department of Health and Human Services (HHS) must carry out a campaign to increase public awareness of the dangers of fentanyl, including the risk of fentanyl contamination in counterfeit drugs. The bill also establishes an interagency work group to coordinate and improve federal efforts to reduce and prevent overdoses involving fentanyl contamination in illegal drugs. Work group members include the ONDCP, HHS, the Department of Justice, and the Department of State.
Unrecognized Southeast Alaska Native Communities Recognition and Compensation Act This bill allows five Alaska Native communities in Southeast Alaska to form urban corporations and receive land entitlements. Specifically, the bill allows the Alaska Native residents of each of the Alaska Native villages of Haines, Ketchikan, Petersburg, Tenakee, and Wrangell, Alaska, to organize as Alaska Native urban corporations and to receive certain settlement land. The bill directs the Department of the Interior to convey specified land to each urban corporation. Further, Interior must convey the subsurface estate for that land to the regional corporation for Southeast Alaska. Interior must also convey to each urban corporation any U.S. interest in all roads, trails, log transfer facilities, leases, and appurtenances on or related to the land conveyed to the urban corporation. The bill also allows each urban corporation to establish a settlement trust to (1) promote the health, education, and welfare of the trust beneficiaries; and (2) preserve the Alaska Native heritage and culture of their communities.
Improving Data Collection for Adverse Childhood Experiences Act This bill authorizes the Centers for Disease Control and Prevention (CDC) to collect data, in cooperation with states, through relevant public health surveillance systems or surveys for a longitudinal study on the links between adverse childhood experiences and negative outcomes. In addition, the CDC may provide, directly or through grants or other agreements with public or nonprofit entities, technical assistance related to this data collection.
