With respect to these firms, the bill (1) establishes procedures for both registration and termination of registration; (2) requires each firm to employ an ombudsman, designate a compliance officer, and publicly disclose conflicts of interest; (3) allows issuers to assess and comment on proxy voting recommendations; and (4) prohibits unfair, coercive, or abusive practices. The bill establishes a private right of action against a proxy advisory firm that endorses an approved proposal that is not supported by the issuer and is found to be illegal.

Connecting Small Businesses with Capital Act This bill requires the Small Business Administration to publish resources about the assistance available to small businesses for raising capital from investors through crowdfunding and other limited offerings of securities.

Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season, including by applying the Reid Vapor Pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol.

STEP Improvement Act of 202 2 This bill reauthorizes through FY2026 the Small Business Administration's (SBA) State Trade Expansion Program, which provides foreign trade assistance to small businesses, and it revises provisions related to the administration of the program. Specifically, the SBA must establish a time frame for, and provide certain information related to, the application process, and it must conduct an annual survey to solicit feedback on the program. The SBA must collect data on certain performance metrics such as the (1) total number of small businesses assisted by the program, (2) total dollar amount of export sales by participating small businesses, and (3) number of small businesses that have created new jobs through their participation in the program. The bill also requires applicants for participation to include a budget plan that outlines their intended use of funds awarded under the program.

Winnebago Land Transfer Act of 2022 This bill takes specified lands in Iowa into trust for the benefit of the Winnebago Tribe of Nebraska. The land is made part of the tribe's reservation.

Daniel Anderl Judicial Security and Privacy Act of 2021 This bill generally prohibits federal agencies and private businesses from publicly posting the personally identifiable information (e.g., home addresses) of federal judges and their immediate family members. It also (1) requires information to be removed upon written request from the federal judge concerned, (2) prohibits data brokers from purchasing or selling such information, and (3) establishes programs to protect such information at the state and local level and to enhance security for judges.

Farmers Deserve Notification Act This bill requires the Environmental Protection Agency to provide at least 270 days advance notice in the Federal Register when a pesticide registered under the Federal Insecticide, Fungicide, and Rodenticide Act is to be canceled, suspended, or restricted, except in cases where the Scientific Advisory Panel votes to not require the notification period with respect to a pesticide.

Simplifying Grants Act of 2022 This bill sets forth procedures for simplifying the grant process for nonurbanized areas, for both existing and new grant programs. Each agency must make publicly available a checklist for covered local governments with respect to each grant program of the agency for which such governments are otherwise eligible that includes each requirement for every step of the grant process. The Office of Management and Budget must report to Congress (1) within 270 days of this bill's enactment, evaluating the extent to which agencies have simplified the requirements and made the checklist available; and (2) each April 1st, evaluating the amount of technical assistance provided and the amount of funds awarded.

Family and Small Business Taxpayer Protection Act This bill rescinds unobligated amounts appropriated to the Internal Revenue Service by the Inflation Reduction Act of 2022 for its enforcement and other activities.
