Inspector General Independence and Empowerment Act of 2021 This bill addresses issues regarding inspectors general (IGs). For example, if the President fails to make a formal nomination for a vacant IG position within a certain timeline, the bill requires the President to communicate to Congress the reasons for such a failure and a target date for the nomination.

It also authorizes the office to establish a Chesapeake Bay watershed education and training program as well as a program to support coordinated management, protection, characterization, and restoration of priority habitats and living resources.

This resolution (1) recognizes the importance of the Americans with Disabilities Act of 1990 in advancing independent living for individuals with disabilities; (2) pledges continued efforts to address remaining barriers for individuals with disabilities; and (3) calls on federal agencies to provide additional resources for individuals with disabilities with respect to economic self-sufficiency, community-based services, housing, and transportation.

This resolution addresses issues related to individuals with disabilities. Specifically, the resolution recognizes the importance of independent living for individuals with disabilities made possible by the enactment of the Americans with Disabilities Act of 1990 and encourages all Americans to celebrate the advancement of inclusion and equality of opportunity made possible by its enactment; pledges to continue to work on a bipartisan basis to identify and address the remaining barriers that undermine the national goals of equality of opportunity, independent living, economic self-sufficiency, and full participation for individuals with disabilities; pledges to work with states to improve access to home- and community-based services for individuals with disabilities; calls on the Department of Labor to develop policies and practices and provide technical assistance to enable individuals with disabilities to achieve economic self-sufficiency; and calls on the Department of Health and Human Services to provide information, resources, and technical assistance regarding such services that enable individuals with disabilities to live independently.

This bill designates the facility of the United States Postal Service located at 3900 Crown Road Southwest in Atlanta, Georgia, as the John R. Lewis Post Office Building.

Preventing a Patronage System Act of 2021 or the PPSA Act of 2021 This bill prohibits executive agency positions in the competitive service from being placed in the excepted service, unless such positions are placed in Schedules A through E as in effect on September 30, 2020. The bill also prohibits positions in the excepted service from being placed in any schedule other than the aforementioned schedules. On October 21, 2020, former President Donald Trump issued an executive order titled Creating Schedule F in the Excepted Service . The order placed executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new schedule in the excepted service (Schedule F) instead of the competitive service. The order also required any such positions in the excepted service to be reclassified to Schedule F. The order was revoked by President Joe Biden on January 22, 2021.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.

Assault Weapons Ban of 2022 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Original Slavery Remembrance Day Resolution of 2021 This resolution supports the designation of a Slavery Remembrance Day and condemns slavery and its progenies.
