Northern Rockies Ecosystem Protection Act This bill designates specified National Forest System lands, National Park System lands, and public lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and as components or additions to existing components of the National Wilderness Preservation System. The Department of the Interior and the Department of Agriculture (USDA) must accept donations of leases or permits authorizing grazing on specified public or National Forest System lands. The bill also designates (1) specified federal lands as biological connecting corridors and as special corridor management areas; (2) segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System; and (3) specified areas as wildland recovery areas. USDA shall develop a wildland recovery plan for each recovery area. A panel of independent scientists shall study roadless lands greater than 1,000 acres that are within the National Forest System in the Wild Rockies bioregion in Idaho, Montana, Oregon, Washington, or Wyoming and that are not designated as components of the National Wilderness Preservation System for their role in maintaining biological diversity in the Northern Rockies and as part of the overall forest reserve system. Any new road construction or reconstruction or timber harvest is prohibited in those lands after the evaluation without an act of Congress. Oil or gas leasing, mining, or other development which impairs the natural and roadless qualities of the land is also prohibited.

Helping to Encourage Real Opportunities (HERO) for Youth Act of 2021 This bill modifies the work opportunity tax credit to (1) change the credit for summer youth employees to a credit for youth employees who will be employed for not more than 20 hours per week during any period between September 16 and April 30 in which the youth employee is attending any secondary school, (2) increase the amount of the credit for youth employees, and (3) expand the credit to include disconnected youth. The bill defines disconnected youth to include any individual who (1) is certified as having attained age 16 but not age 25 on the hiring date; and (2) has self-certified as not having regularly attended any secondary, technical, or post-secondary school during the 6-month period preceding the hiring date, has not been regularly employed during such period, and is not readily employable due to a lack of basic skills. The term also includes individuals who have been certified (1) as having attained age 16 but not age 21 on the hiring date, and (2) as eligible foster children in foster care during the 12-month period ending on the hiring date.

Military Child Care Expansion Act of 2021 This bill modifies and implements policies to update child care facilities and administration at the Department of Defense (DOD). Specifically, the bill removes certain requirements for members of the Armed Forces to receive funding for an in-home child care provider under the DOD pilot program that provides financial assistance to such members who pay for in-home child care. The bill also allows DOD to expand the pilot program to additional locations (currently it is authorized for five). DOD must establish a 10-year pilot program to expand access to child care for members of the Armed Forces by entering into agreements with public or private child care facilities or development centers. Under the bill, DOD must determine the (1) root causes contributing to poor or failing facility conditions at its child development centers, and (2) total cost to improve the conditions of such centers. The Government Accountability Office must review the determinations and make recommendations on how to improve DOD child development center conditions. Lastly, DOD must utilize its existing authority to carry out minor military construction projects to construct child development centers.

Servicemember Parental Leave Equity Act This bill modifies Department of Defense parental leave provisions for members of the Armed Forces. Specifically, the bill increases parental leave for primary caregivers to 18 weeks (currently 12) following the birth of a child and to 12 weeks (currently 6) following the adoption of a child. The bill increases parental leave for a secondary caregiver from 21 days to 12 weeks in connection with the birth or adoption of a child. Primary or secondary caregivers of a long-term foster child are authorized to take up to 12 weeks of leave in connection with such placement. Parental leave for a primary or secondary caregiver for a birth, adoption, or foster child placement may be taken in more than one increment. For primary caregivers, the leave must be utilized within one year of the event. The bill authorizes up to 12 weeks of leave to certain service members who would have been secondary caregivers but for a miscarriage, stillbirth, or infant death. The following activities required of an active-duty member within a 12-month postpartum period must have the approval of a health care provider and be at the election of the member or in the interest of national security: (1) an order of temporary duty overnight travel or to participate in physically demanding field training exercises, (2) meeting of body composition standards, or (3) passing a physical fitness test. The bill also reduces the service commitment required for participation in the Career Intermission Program.

Locality Pay Equity Act of 2021 This bill (1) prohibits the Office of Personnel Management (OPM) from defining more than one local wage area for prevailing rate employees within a pay locality, except with respect to the pay locality designated as Rest of United States ; and (2) requires the OPM to ensure that this bill shall not have the effect of reducing the rate of basic pay for an individual serving as a prevailing rate employee.

This resolution expresses support for the goals and ideals of Sex Ed For All Month.

Maximizing Outcomes for Moms through Medicaid Improvement and Enhancement of Services Act or the MOMMIES Act This bill establishes a series of programs and requirements under Medicaid and the Children's Health Insurance Program (CHIP) relating to maternal health. For example, the bill expands eligibility for coverage under Medicaid and CHIP from 60 days to one year after the last day of pregnancy and requires such coverage to include oral health services. The bill also establishes a demonstration program in which states receive grants to implement or expand models for maternity care homes that provide services to Medicaid or CHIP beneficiaries. The Government Accountability Office must report on (1) gaps in coverage under Medicaid and CHIP for pregnant and postpartum women, and (2) the use of telehealth by state Medicaid programs to increase access to maternity care.

21st Century Federal Writers' Project Act This bill creates a grant program in the Department of Labor to provide eligible entities with funds to assist individuals who are unemployed or underemployed in order to document in writing and images American society and the broad impacts and effects of the COVID-19 pandemic in the United States. In addition, Labor must (1) establish a repository of works developed through the grant program in which grantees submit completed works from subgrantees, including giving credit to each writer or artist, and make such works available to the public; and (2) forward the completed work to the Library of Congress to archive such material. The Library must establish an archive program in its American Folklife Center for collection and public availability, in a digital format of such written and visual works.

COVID-19 Memorial Quilt Act of 2021 This bill directs the Smithsonian Institution and the American Folklife Center at the Library of Congress to jointly carry out a project to be known as the "COVID-19 Pandemic Memorial Quilt Project" to honor and remember Americans who have lost their lives to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes the Congressional Advisory Panel on Honoring Victims of the COVID-19 Pandemic. The panel shall develop and submit a plan to carry out the memorial quilt project.

Convening Operations Assistance for Childcare Heroes Act or the COACH Act This bill requires the Small Business Administration to maintain a resource guide for small businesses operating as child care providers that includes guidance on topics such as operations, finances, and compliance with relevant laws.
