HB 448 (Apply prescription drug rebates to cost-sharing requirements) requires health insurers and pharmacy benefit managers in Ohio to apply prescription drug rebates directly toward reducing the out-of-pocket costs patients pay for medications. This means savings from drug rebates - currently often retained by insurers - would lower patient copays, deductibles, or other cost-sharing amounts instead. The bill specifically targets how rebates are allocated under Ohio’s Revised Code, affecting insured patients who pay cost-sharing for prescription drugs. It does not change rebate amounts or drug pricing but alters how those rebates are used to benefit consumers. The policy change aims to make prescription medications more affordable for covered patients by redirecting savings.
