To enact section 5139.15 of the Revised Code to require juvenile facilities to develop health care and education policies and make those policies available to the public on the facility's web site.
To amend sections 2151.35 and 2152.11 of the Revised Code to eliminate informal hearings and dismissals in the best interest of the child in certain juvenile delinquency cases.
To amend sections 5139.36 and 5139.41 of the Revised Code to modify the formula for grants to counties from the department of youth services to operate community corrections facilities for felony delinquents.
To amend sections 959.21, 959.99, 2907.04, 2907.05, 2907.321, 2907.322, 2907.323, 2929.14, and 2950.01 and to enact section 2941.1427 of the Revised Code to make changes to various sexually oriented offenses involving juvenile victims and to create the offenses of creating or possessing material depicting sexual conduct with an animal.
To amend sections 4109.02 and 4123.35 and to enact sections 2152.30, 4113.90, and 4123.97 of the Revised Code regarding juvenile offenders and certificates of qualification for employment.
To amend sections 3796.06 and 3796.99 of the Revised Code to modify prohibitions regarding underage possession, consumption, and purchase of marijuana.
To amend sections 2151.412, 2151.421, 2151.423, 2151.429, 2151.467, 2151.468, 2903.01, 2903.11, 2919.22, 2929.13, 2929.14, 2941.1426, 5153.122, and 5153.16 and to enact sections 2151.4211, 2151.4235, 2151.89, and 5180.09 of the Revised Code to enact the Child Protection Reform Act.
To repeal section 2151.271 of the Revised Code to remove the option for the juvenile court to transfer a proceeding against a juvenile to the county where the juvenile resides.
To amend sections 2152.16, 2152.17, 2152.19, 2152.22, 2152.26, 5139.01, 5139.05, 5139.06, 5139.20, 5139.35, and 5139.51 of the Revised Code to modify provisions relating to commitment of delinquent children to the department of youth services.
To amend sections 2151.27, 2151.31, 2151.419, 2152.72, 3109.58, and 3109.68 of the Revised Code to require a public children services agency to take immediate custody of specified children who cannot be released to a parent, guardian, or custodian.
