Relates to bioheating fuel requirements and bioheating fuel tax credits; requires all heating oil sold for use in any building in the state on and after July 1, 2022 be bioheating fuel.

Provides that the commissioner of health shall approve the operating certificate of a midwifery birth center which is accredited by a recognized accrediting organization.

Enacts "The Domestic Violence Protection Act - Helen's Law" requiring registration of violent felony offenders; sets forth duties of the division of criminal justice services; establishes a special telephone number; requires the division to maintain a subdirectory of violent predators.
Establishes a training wage equal to eighty-five percent of the state minimum wage or one hundred percent of the federal minimum wage, whichever is greater, that may be paid to a youth who has no prior job experience; provides that no youth may be paid a training wage for more than one hundred eighty days.
Relates to persons designated as peace officers and the authority of such peace officers to carry, possess, repair, or dispose of a firearm without an appropriate license.
