Establishes procedures to disassemble and dispose of guns, rifles and firearms purchased by local municipalities and law enforcement agencies through a gun buyback program, including the creation of a log and video recordings.

Allows veterans of the armed forces of the United States to fish for free in state parks under the jurisdiction of a state agency.
Relates to establishing goals for participation by individuals with disabilities with respect to state employment, state contracts, legislative employment and judicial employment; establishes a goal of seven percent employment of individuals with disabilities within state agencies, the state legislature, unified court system and state contractors and subcontractors; defines terms.
Establishes a temporary task force on the variable supplements fund program to make findings and recommendations.
Provides that any claim for deceptive acts or practices against a distribution utility providing gas, electric or steam services to the public, the court shall have exclusive jurisdiction over such claim without regard to any defenses alleged; provides that in any claim for false advertising, the court shall have exclusive jurisdiction over such claim.
Allows certain claimants to be reclassified to permanent total disability or total industrial disability due to extreme hardship; defines extreme hardship.
Extends the timeline for the return of security deposits for residential rental agreements from fourteen days to thirty days.
Provides that veterans who are NY residents may use state parks, recreation facilities and historic sites without fees.
Provides employers with a tax credit in an amount not to exceed 20% of expenses incurred in providing day care services to the children and wards of its employees and in training persons employed by the taxpayer or a third party provider rendering such services; provides that to receive such credit the facility or program rendering day care services must be licensed.
Allows a tax exemption for taxpayers in the amount of the purchase price of a fire extinguisher, fire alarm, heat alarm or carbon monoxide alarm purchased for residential use during the month of October.
