Grants a retroactive parity payment to certain management and confidential retirees who retired between April 1, 2009 and March 31, 2015, not to exceed $5,000.
Establishes local labor requirements as part of the approval to receive a real property tax business investment exception; requires eighty-five percent of workers hired by a contractor or developer for a project to be from the same county or an adjoining county or, in certain circumstances, the state of New York.
Increases benefits for volunteer firefighters and volunteer ambulance workers.
Requires all municipal corporations to adopt senior citizen rent increase exemption programs and disability rent increase exemption programs within one year.
Excludes certain graduate students from mandatory fees.
Provides for due process procedures for persons who currently are placed in New York state education department approved out-of-state residential schools pursuant to the education law and the federal individuals with disabilities education act who have received an offer for transitional care or certain care prior to becoming eligible to receive such care.
Establishes the crime of making a threat of mass violence.
Includes Stewart International Airport in the definition of covered airport location for the purposes of minimum wage rates.
Authorizes conditional adult-use cultivator licensees to sell their own cannabis products; authorizes the office of cannabis management to create a loan or grant program to help such adult-use cultivator licensees to process cannabis into distillate.
Prohibits all registered organizations, licensees, or permittees or other entities under the jurisdiction of the cannabis board from selling or delivering any edible cannabis products not in child resistant packaging.
