Establishes the clean fuel standard of 2022; provides such standard is intended to reduce carbon intensity from the on-road transportation sector by 20% by 2030, with further reductions to be implemented based upon advances in technology.

Relates to children's non-regulated camps

Requires children's non-regulated camps to register annually with the department of state; imposes civil penalties for violations; requires the department of state to submit a report to the department of health that includes a list of all registered children's non-regulated camps within the state; the location of each children's non-regulated camp; how many children attend a children's non-regulated camp; and a list of all entities that committed a violation of this section for the previous calendar year.

Enacts the "gender identity respect, dignity and safety act"

Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated people based upon gender identity; requires that incarcerated people in state and local correctional facilities who have a gender identity different from the person's assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated people shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.

Provides voice communication service to incarcerated people at no cost

Relates to providing voice communication services to incarcerated individuals in state correctional facilities at no cost; requires agencies charged with the operation and management of state and local correctional facilities and juvenile detention facilities to provide persons in their custody with voice communication service at a minimum of 90 minutes per day.

Relates to establishing the housing access voucher program

Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing access voucher local administrators in the state to administer the program.

Relates to evidence of lost earnings or impaired earning capacity

Prohibits evidence concerning opinions, estimations, measures, or calculations of damages for lost earnings or impaired earning capacity resulting from personal injury or wrongful death shall not be reduced based on race, creed, color, national origin, religion, sexual orientation, gender identity or expression, sex, familial status, marital status, or status as a victim of domestic violence.

Enacts the "pandemic self-storage act"

Enacts the "pandemic self-storage act" which prohibits owners of self-service storage facilities from enforcing a lien held upon personal property stored at a self-service storage facility before August 31, 2022; provides for repeal upon expiration thereof.
