Directs a study on the impact of increased wages on eligibility for income based services, programs and subsidies

Directs the commissioner of the department of labor, in consultation with the commissioners of the office of temporary and disability assistance, the department of health, the office of children and family services, and the department of taxation and finance to conduct a study on income eligibility limits for public benefits to assist the poor and the impact that rising wages has or will have on the eligibility of the working poor to receive such benefits.

Relates to personal assistants in consumer directed personal assistance programs

Allows a person legally responsible for an eligible individual's care and support, an eligible individual's spouse or designated representative to be a personal assistant in a consumer directed personal assistance program where such person is the sole person responsible for the eligible individual's care and support.

Relates to the administration of the monoclonal antibody treatment for certain patients suffering from COVID-19

Requires health care providers to inform eligible patients who have tested positive and who are at high risk of severe illness from COVID-19 of the option for monoclonal antibody treatment and to administer such therapy or assist the patient in obtaining the treatment from another provider.

Requires police departments to electronically transmit to parking violations bureaus a copy of each stolen vehicle report prepared; use of electronic reports in defense

Requires police departments to electronically transmit to parking violations bureaus a copy of each stolen vehicle report prepared (within 5 days of the completion thereof); provides that for the purposes of an owner asserting a defense to a charge of parking violation (that the motor vehicle had been reported stolen and had not been recovered by such time), it shall be a sufficient defense that a copy of the electronically transmitted police report is on file with the parking violations bureau.

Enacts the "save our stores act"

Waives the assessment of fines or monetary penalties against a not-for-profit organization, school, place of worship or small business located in a city with a population of one million or more by a state or local agency for a violation of law, rule, regulation or executive order during the COVID-19 covered period; provides exceptions.
