Establishes the make our schools safer commission to produce protocols on how to make schools in New York safer from school shootings and bombers; requires the commission to deliver a report of its findings to the legislature and the governor; provides for the repeal of such provisions upon the expiration thereof.

Directs the department of state to study, evaluate, and make recommendations concerning studies directed by the legislature to be completed.
Authorizes the court the discretion to release persons charged with certain crimes involving possession of a firearm on their own recognizance or under non-monetary conditions, fix bail, or commit the person to the custody of the sheriff.
