Provides a defense from liability for MTA vehicles standing, stopped, or parked in violation of certain bus lane restrictions in New York city where such MTA vehicles were operated by an employee of the MTA performing authorized duties.
This bill establishes "first responder safety zones" on highways, defining them as areas up to 660 feet around facilities where fire, police, or ambulance vehicles are stationed. Within these clearly marked zones, the maximum speed limit for drivers is set at 15 miles per hour. Drivers are required to yield the right of way to emergency vehicles with active lights during an emergency within or entering these zones, and also to pedestrians crossing the roadway. Violations, such as failing to yield or exceeding the speed limit, carry fines, and a third offense for failing to yield can result in a one-year license suspension.
Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
Relates to owner liability for failure of operator to stop at a stop sign or yield for a pedestrian as required by law in any municipality in the counties of Monroe and Onondaga; provides that such demonstration program shall empower such municipality to install and operate stop sign and pedestrian crossing photo violation monitoring systems which may be stationary or mobile, and which may be installed within the boundaries of such municipality; makes related provisions.
Provides for certain presumptions for reckless driving and the implementation of a reckless driving and vehicular violence awareness component of the pre-licensing course for driver's licenses.
Requires the department of transportation to establish a central registry of reports, audits, plans and public inspections regarding freight rail operators, rail cars and freight lines or routes and rights of way.
Extends provisions relating to establishing the stretch limousine passenger safety task force; authorizes the stretch limousine passenger safety task force to continue to hold public hearings and meetings to review the actions taken by the state and to publish a report of its findings.
Increases penalties for endangerment of a highway worker; promotes work zone safety awareness; establishes a fund for additional work zone safety enforcement.
Relates to instruction concerning traffic stops in pre-licensing courses to provide drivers with their responsibilities when stopped by a law enforcement officer.
Requires the addition of fog lines on all state highways and other public ways under the jurisdiction of the department of transportation when such highway or public way is repaved.
