Directs the commissioner of health shall promulgate regulations allowing for any electronic health records integration vendor to obtain state approval to facilitate interoperability between the prescription monitoring program registry and certified electronic health records systems that can connect with any national data sharing hub.
This New York bill, known as the New York Financial Data Rights Act, gives consumers and small businesses the right to access their financial data from banks and other financial institutions in a secure, electronic format that can be easily transferred to other systems. Directs the department of health to study and plan for integrating blockchain technology into the New York State of Health Marketplace and the Statewide Health Information Network for New York (SHIN-NY) to improve interoperability and efficiency across these platforms; requires reporting; allows for public comment.
Enacts the "stopping abuse and fraud enabled by (SAFE) platforms act"; requires a mechanism for users to report fraudulent content; prohibits platforms recommending, promoting, curating, prioritizing, or displaying fraudulent content for delivery to a user if it knows or has reason to know that the content is fraudulent.
Prohibits the manufacture, distribution, sale, or offering for sale of a baby monitor that broadcasts audio or video through an internet connection unless it includes certain security features to prevent unauthorized access; requires a written warning label; provides penalties.
Prohibits manufacturers or operators of networked camera devices to enable coordinated surveillance features on such devices as a default feature without first obtaining affirmative opt-in consent from the owner; requires disclosure of data rights for owners of such devices; prohibits coordinated surveillance features to be disclosed to law enforcement without a warrant; makes related provisions.
This bill requires the Public Service Commission to allow virtual attendance for public proceedings related to gas, electric, water utilities, and settlement negotiations, while still permitting in-person participation. It also mandates that the commission and administrative law judges accept all documents electronically, eliminating the need for physical copies unless electronic submission is not feasible. The changes apply to all formal and informal matters before the commission, including hearings, rulemaking, and rate proceedings, with limited virtual access restrictions for confidential settlement negotiations.
Directs the department of economic development, in conjunction with the empire state development corporation, to review all contracts entered into or overseen or enforced by the department of economic development and/or the empire state development corporation relating to the leasing of state-owned premises to private parties for the production, manufacture and/or development of solar shingle products, electric vehicle charging networks, advanced driver-assistance systems, and/or supercomputer hardware and to identify and eliminate fraud, abuse or waste by private parties.
