Provides additional protections for sensitive health information; requires all health information networks, electronic health record systems, and health care providers to provide patients with a right to restrict the disclosures of such patient's health information; defines terms; provides for exceptions.
Expands the health department's review of correctional health services by including a biennial study of health care staffing at facilities operated by the department of corrections and community supervision.

Senate Bill S 4969 requires all general hospitals to establish policies and procedures for victims of firearm violence. Hospitals must develop plans for identifying, assessing, treating, and referring individuals with injuries from firearms, and provide training to their medical, clinical, and security personnel. Upon discharge, hospitals must inform victims about available psychiatric services related to firearm violence and coordinate these services if requested. The Commissioner of Health will provide a model policy for hospitals and identify psychiatric service organizations in their areas.
Prohibits automatic license plate reader users from selling, sharing, allowing access to, or transferring automatic license plate reader information to any state or local jurisdiction for the purpose of investigating or enforcing a law that denies or interferes with a person's right to choose or obtain reproductive health care services or any lawful health care services.
Authorizes the transfer of pregnant and postpartum incarcerated individuals to residential treatment facilities; requires annual reporting on the number of such incarcerated individuals transferred.
Enacts the manufacturer disclosure and transparency act requiring prescription drug manufacturers to notify the attorney general of arrangements between pharmaceutical manufacturers resulting in the delay of the introduction of generic medications.
Establishes through the department of health a drug checking services program to allow individuals to bring drugs or controlled substances and have them tested for contaminants, toxic substances, or hazardous compounds; requires the department to establish public health surveillance of the unregulated drug supply; provides exemptions for participants in the drug checking program from certain controlled substance offenses.
Relates to fair pricing for low-complexity, routine medical care to more closely align payment rates across ambulatory settings for selected services that are safe and appropriate to provide in all settings.
