Harlem Hellfighters Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 369th Infantry Regiment, commonly known as the Harlem Hellfighters, in recognition of their bravery and outstanding service during World War I.
Industrial Finance Corporation Act This bill establishes within the executive branch the Industrial Finance Corporation. The corporation must provide support for (1) manufacturing and supply chains in certain critical industries, (2) industries on the technological frontier, and (3) other economic objectives. The bill specifies the membership and structure of the corporation and authorizes the corporation to invest in projects, make loans, and manage programs to further the corporation's economic objectives. The corporation also has the power to purchase or lease property, enter contracts, borrow funds from the Department of the Treasury (up to a specified limit), and otherwise carry out its functions. A risk committee must develop and review the corporation's risk management policies and an audit committee must oversee the integrity of the corporation's finances. The bill also requires the corporation to develop a performance measurement system to evaluate and monitor projects and guide future projects. Further, the corporation must develop appropriate safeguards, policies, and guidelines to ensure that its projects supplement, rather than compete with, private sector supports. The corporation must periodically report on its projects and publish certain project-level information.
Child Care Access Means Parents In Schools Reauthorization Act or the CCAMPIS Reauthorization Act This bill permanently reauthorizes and revises the Child Care Access Means Parents in School Program. The program awards grants to support the participation of eligible student parents in postsecondary education through the provision of campus-based child care services. Among other revisions to the program, the bill allows grant funds to be used for additional purposes (e.g., child care subsidies and support services) and specifies additional grant application requirements.
This joint resolution repeals specified authorizations for the use of military force against Iraq.
Retirement Security Flexibility Act of 20 21 This bill modifies the nondiscrimination requirements that apply to certain employer-sponsored 401(k) retirement plans that include automatic contribution arrangements.
Right to Vote Act This bill addresses the right to vote in federal elections. Specifically, the bill declares that every citizen of legal voting age shall have the fundamental right to vote in federal elections. In addition, the bill prohibits federal, state, and local governments from substantially impairing the ability to vote in federal elections unless the government action furthers an important and particularized governmental interest. Further, the bill specifies that a government may not diminish the ability to vote in federal elections unless the action uses the least restrictive means to achieve such an interest. A violation of rights created by the bill may be challenged in district court, and a prevailing plaintiff may receive attorney fees. The bill outlines judicial review standards for challenges to voting practices.
This bill expands and designates high priority corridors on the National Highway System. Specifically, the bill designates the Central Louisiana Corridor, the Central Mississippi Corridor, the Middle Alabama Corridor, and the Middle Georgia Corridor as high priority corridors on the system; and expands Interstate Route I-14 within the Central Texas Corridor, the Central Louisiana Corridor, the Central Mississippi Corridor, the Middle Alabama Corridor, and the Middle Georgia Corridor.
Healthy Dog Importation Act This bill imposes requirements on the importation of live dogs. Specifically, the bill prohibits the importation of a live dog into the United States unless the Department of Agriculture (USDA) determines the dog (1) is in good health, (2) has received all necessary vaccinations and demonstrated negative test results as evidenced by a certificate from a licensed veterinarian, and (3) is officially identified by a permanent method approved by USDA. Additionally, dogs entering the United States for transfer must be at least six months of age and accompanied by a USDA permit. Transfer is defined as a change of ownership or control of an imported dog to another person, including by sale, adoption, exchange, or donation. USDA must provide an exception to any requirements under the bill for dogs that are transferred for (1) research purposes; (2) veterinary treatment under certain conditions, including appropriate quarantining; or (3) lawful importation into the state of Hawaii if the dog is not transported out of Hawaii for transfer at less than six months of age. USDA also has enforcement authority under the bill.
Commission on Retirement Security Act of 20 21 This bill establishes within the executive branch the Commission on Retirement Security to (1) conduct a comprehensive study of the state of retirement security, and (2) submit to Congress recommendations on how to improve or replace existing private retirement programs.
This concurrent resolution recognizes the disparity in wages paid to Black women and its impact on women, families, and the nation, and reaffirms Congress' support for ensuring equal pay and closing the gender wage gap.
