This joint resolution nullifies the rule issued by the Centers for Disease Control and Prevention on February 3, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.

Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

Securing a Strong Retirement Act of 2022 This bill makes various changes with respect to employer-sponsored retirement plans, including providing for the automatic enrollment of employees in certain plans and increasing the age at which participants are required to begin receiving mandatory distributions.

This resolution honors the life and legacy of the late Representative Don Young and directs the Sergeant at Arms to designate a Don Young Reserved Seat on the floor of the chamber of the House of Representatives.

Apex Area Technical Corrections Act This bill makes amendments to the Apex Project, Nevada Land Transfer and Authorization Act of 1989, which provided Clark County, Nevada, with the option to acquire certain federal land referred to as the Apex Site for use as sites for industries that generate hazardous materials (including the Kerr-McGee site). The Department of the Interior shall grant utility and transportation rights-of-way to the city of North Las Vegas and the Apex Industrial Park Owners Association for the connection of existing electric power, water, natural gas, telephone, railroad, and highway facilities to the Kerr-McGee site and the other lands conveyed in accordance with this bill. Interior shall also grant to the city of North Las Vegas and the Apex Industrial Owners Association such rights-of-way on public lands as may be necessary to support the development as a heavy use industrial zone of some or all of the lands authorized for sale by Interior within the Apex Site that lie outside the boundaries of the Kerr-McGee site. Transfers by the United States of any additional lands or interests in lands within the Apex Site or rights-of-way issued pursuant to this bill shall be conditioned upon compliance with applicable federal land laws, including the National Environmental Policy Act of 1969 and the Federal Land Policy and Management Act of 1976. The withdrawal of the lands within the Apex Site shall continue in perpetuity for all of the transferred lands.

Protect Lifesaving Anesthesia Care for Veterans Act of 2022 This bill prohibits the Department of Veterans Affairs (VA) from modifying its policy relating to anesthesia care in a manner that would provide any medical professional other than a physician anesthesiologist with full practice authority for the furnishment of anesthesia care to veterans under VA health care laws. The VA is also prohibited from finalizing, implementing, or enforcing the provisions relating to anesthesia care of the proposed rule titled Advanced Practice Registered Nurses (81 Fed. Reg. 33155), or any substantially similar rule.

Dr. Lorna Breen Health Care Provider Protection Act This bill establishes grants and requires other activities to improve mental and behavioral health among health care providers. Specifically, the Department of Health and Human Services (HHS) must award grants to hospitals, medical professional associations, and other health care entities for programs to promote mental health and resiliency among health care providers. In addition, HHS may award grants for relevant mental and behavioral health training for health care students, residents, or professionals. Additionally, HHS must conduct a campaign to (1) encourage health care providers to seek support and treatment for mental and behavioral health concerns, and (2) disseminate best practices to prevent suicide and improve mental health and resiliency among health care providers. HHS must also study and develop policy recommendations on improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Furthermore, the Government Accountability Office must report on the extent to which relevant federal grant programs address the prevalence and severity of mental health conditions and substance use disorders among health care providers.

This resolution strongly condemns the ongoing violence, war crimes, crimes against humanity, and systematic human rights abuses being carried out by Russia's military and its proxies at the direction of Russian President Vladimir Putin. It also encourages the U.S. government and partner nations to use their influence and vote in international organizations to hold those responsible for such crimes and abuses accountable.

This bill provides that no tax information return for winnings from one slot machine play shall be required unless the winnings are at least $5,000 (without reduction for the amount wagered). This threshold amount is adjusted for inflation for calendar years beginning after 2023.
