Veterans 2nd Amendment Protection Act

Maddy summaryHR 1041, the Veterans 2nd Amendment Protection Act, prevents the Department of Veterans Affairs (VA) from automatically sending veterans' personal information to the national background check system (NICS) solely because a court has appointed a fiduciary (like a guardian) to manage their benefits. This directly affects veterans who have a fiduciary appointed due to mental health or cognitive challenges but are not deemed a danger to themselves or others. The bill requires a court order finding the veteran poses a danger before any such information can be shared with the NICS. It changes VA procedures to block unnecessary barriers to firearm ownership for veterans who qualify for fiduciary support without a judicial determination of danger.

Medal of Sacrifice Act

Medal of Sacrifice Act of 2025 This act directs the President to issue a medal of sacrifice for eligible law enforcement officers and first responders who are killed in the line of duty. The act also directs the President to establish a commission on the medal of sacrifice and appoint its members. The act sets forth responsibilities of the commission, including to advise on the design of the medal and determine how the medal will be presented. Under the act, eligible law enforcement officers and first responders include federal, state, local, tribal, or territorial law enforcement officers or first responders who are not subject to an official act of wrongdoing (e.g., a determination that the officer or first responder acted outside the scope of their duties or in a manner that was not in accordance with official policies or procedures). A law enforcement officer or first responder who is subject to an official act of wrongdoing is generally not eligible for the medal of sacrifice. However, in the case of such an officer or first responder, the act requires the commission to investigate the circumstances surrounding the officer or first responder's cause of death and issue a final determination on their eligibility.

Border Patrol Supervisors Retention Act

Maddy summaryThe Border Patrol Supervisors Retention Act modifies federal overtime pay rules to include supervisors within the U.S. Border Patrol. Specifically, it expands eligibility for higher rates of regularly scheduled overtime pay to agents classified at grades GS-12 through GS-15, rather than limiting it to only those at the GS-12 level. This change directly affects supervisory staff who currently manage border operations and ensures they receive the same overtime compensation as their lower-grade counterparts. By updating the relevant section of the U.S. Code, the bill aims to standardize pay structures for these specific roles without altering other aspects of their employment or duties.

Keeping Deposits Local Act

Maddy summaryHR 3234, the "Keeping Deposits Local Act," amends the Federal Deposit Insurance Act to adjust how banks calculate reciprocal deposits that don't count as "funds obtained through a deposit broker." It establishes tiered percentage thresholds based on a bank's total liabilities: 50% for banks under $1 billion, decreasing to 40% for $1-10 billion, 30% for $10-250 billion, 20% for $250 billion-$1 trillion, and 2% for banks over $1 trillion. This change directly affects commercial banks, particularly smaller institutions, by allowing them to hold a larger share of deposits without triggering stricter broker-related regulations. The bill aims to simplify compliance for community banks while maintaining oversight for larger financial institutions.

25th Anniversary of 9/11 Commemorative Coin Act

Maddy summaryThis bill authorizes the U.S. Mint to produce commemorative $5 gold and $1 silver coins marking the 25th anniversary of the September 11, 2001, terrorist attacks. The coins must feature designs honoring victims and first responders (including the inscription "Never Forget") and will be sold only during 2027-2028. All surcharges ($35 per gold coin, $10 per silver coin) collected from sales will fund the National September 11 Memorial and Museum at the World Trade Center, with no net cost to the federal government. The coins are legal tender but primarily intended for collectors, not circulation.

Smithsonian American Women’s History Museum Act

Maddy summaryThe Smithsonian American Women’s History Museum Act authorizes the creation of a new Smithsonian museum dedicated to women’s history, to be located within the National Mall Reserve in Washington, D.C. If the site is managed by another federal agency, the bill requires that agency to transfer the land after notifying Congress and relevant committees. The museum must ensure exhibits and programs accurately represent diverse women’s experiences by consulting a broad range of experts and community voices. The Smithsonian will submit biennial reports to Congress detailing how the museum meets these representation standards.

IGNITE HBCU Excellence Act

Maddy summaryThe IGNITE HBCU Excellence Act authorizes federal grants to Historically Black Colleges and Universities (HBCUs) to fund long-term improvements to their campus facilities and infrastructure. These grants are awarded competitively to eligible HBCUs based on criteria such as the age of their facilities, deferred maintenance needs, financial capacity, and student enrollment levels. Recipients may use the funds to construct or renovate buildings, upgrade technology and broadband systems, improve safety measures, and develop workforce training hubs, while being prohibited from using the money for routine maintenance or athletic facilities. The legislation also includes provisions for reporting on project outcomes and requires institutions to create comprehensive master plans that involve consultation with diverse campus and community stakeholders.

Critical Mineral and Extraction Tax Parity Act

Maddy summaryThe Critical Mineral and Extraction Tax Parity Act expands a federal tax credit for advanced manufacturing to include eleven new critical minerals, such as boron, copper, and uranium, while also adding specific rules for phosphate. It allows companies that extract ore in the United States to claim these credits for the extraction costs themselves, provided they certify that the ore is refined into a qualifying mineral and sold to an unrelated buyer. Additionally, the bill removes a previous penalty that reduced tax credit amounts for metallurgical coal, ensuring these materials receive the same financial support as other critical minerals. These changes are designed to encourage domestic production and processing of essential raw materials and will take effect for minerals produced and sold after December 31, 2025.
