Senior Corps Distance Volunteering Act This bill directs the Corporation for National and Community Service to establish an online service platform to connect volunteers in the National Senior Service Corps with service projects, and enable the volunteers to carry out distance volunteering on an online network. The corporation shall provide outreach services to promote the platform, including outreach to institutions of higher education, the Department of Veterans Affairs for mentorship projects, and state and local governments for community engagement projects.
Safe and Affordable Drugs from Canada Act of 2021 This bill requires the Food and Drug Administration (FDA) to allow for the personal importation of prescription drugs from Canada in certain instances. Such a drug must (1) be purchased from an approved Canadian pharmacy and dispensed by a pharmacist licensed in Canada; (2) be purchased by an individual for personal use only and in quantities not to exceed a 90-day supply; (3) be filled using a valid prescription from a physician licensed in a U.S. state; and (4) have the same active ingredients, route of administration, dosage form, and strength as an FDA-approved drug. Certain types of drugs may not be imported under this program, such as controlled substances, biological products, or intravenously injected drugs. An approved pharmacy under this program must be located and licensed in Canada and meet additional requirements, such as participation in ongoing and comprehensive quality assurance programs. The FDA shall publish a list of approved Canadian pharmacies on a website.
COVID-19 Whistleblower Protection Act This bill establishes whistleblower protections for government contractors and private sector workers who may witness waste, fraud, or abuse or be victims of misconduct with respect to a COVID-19 (i.e., coronavirus disease 2019) pandemic-related program, project, or activity. Specifically, employers may not discharge, demote, or otherwise discriminate against such protected individuals who disclose information concerning fraud, misuse, or other misconduct related to COVID-19 program funds. A protected individual may submit to the Department of Labor a complaint alleging a violation of these protections and Labor may adjudicate such complaints and award relief in accordance with the Internal Revenue Service whistleblower procedures.
Supporting State and Local Leaders Act This bill repeals the prohibition against granting state and local governments a tax credit for paid sick and paid family and medical leave.
Competition and Antitrust Law Enforcement Reform Act of 2021 This bill revises antitrust laws applicable to mergers and anticompetitive conduct. Specifically, the bill applies a stricter standard for permissible mergers by prohibiting mergers that (1) create an appreciable risk of materially lessening competition, or (2) unfairly lower the prices of goods or wages because of a lack of competition among buyers or employers (i.e., a monopsony). Under current law, mergers that substantially lessen competition are prohibited. Additionally, for some large mergers or mergers that concentrate markets beyond a certain threshold, the bill shifts the burden of proof to the merging parties to prove that the merger does not violate the law. The bill also prohibits exclusionary conduct that presents an appreciable risk of harming competition. The bill also establishes monetary penalties for violations, requires annual reporting for certain mergers and acquisitions, establishes within the Federal Trade Commission (FTC) the Office of the Competition Advocate, and sets forth whistleblower protections. The Government Accountability Office must report on (1) the success of merger remedies required by the Department of Justice or the FTC in recent consent decrees; and (2) the impact of mergers and acquisitions on wages, employment, innovation, and new business formation.
Protecting Immigrant Victims of Domestic Violence Act This bill allows an abused spouse or child whose immigrant status is derived from another alien (the principal alien) to obtain immigrant status independent of the principal alien. Current law provides a path to immigrant status to abused individuals who derive their status from a U.S. citizen or lawful permanent resident, but not to those who derive their status from another alien. Such an abused spouse or child must be accompanying or following to join the principal alien and have been subject to battery or extreme cruelty by the principal alien. An abused individual with immigrant status shall receive employment authorization, be eligible for renewal or extension of status, and become an alien lawfully admitted for permanent residence under certain conditions.
United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2021 or the RESTAURANTS Act of 2021 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs such as payroll, operational expenses, and paid sick leave. For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million in 2019. For tax purposes, grant amounts are excluded from the recipient's gross income. An entity that received a loan under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) may not apply for or use a restaurant revitalization grant for the same expenses for which the entity received the paycheck protection loan. Further, a grant applicant may request an additional amount to cover the cost of providing 10 days of paid sick leave to its employees. Treasury must report a list of grant recipients with the amount each recipient received, as well as demographics and other specified information.
Small Business Tax Fairness and Compliance Simplification Act This bill expands the tax credit for a portion of the employer-paid Social Security taxes for employee cash tips to include beauty service establishments. (Under current law, the credit is limited to tips received for providing, serving, or delivering food or beverages.) The credit applies to tips received in connection with providing beauty services to a customer or client if tipping employees who provide the service is customary. Beauty services include barbering and hair care, nail care, esthetics, and body and spa treatments. The bill also (1) establishes an employer tip reporting safe harbor for beauty service establishments, and (2) specifies reporting requirements for income received from renting space to individuals who provide beauty services. The employer tip reporting safe harbor for beauty service establishments provides an exemption from certain Internal Revenue Service tip examinations for employers who meet certain requirements for educational programs, reporting procedures, compliance with tax law, and recordkeeping.
Taking Account of Bureaucrats' Spending Act of 2021 or the TABS Act of 2021 This bill eliminates provisions that fund the Consumer Financial Protection Bureau (CFPB) using transfers from the earnings of the Federal Reserve System. The transfers under current law permit the CFPB to be funded outside of the annual appropriations process, and this bill brings the CFPB into the regular process.
End Banking for Human Traffickers Act of 2021 This bill establishes requirements related to the use of financial transactions in human trafficking. The Financial Institutions Examination Council must review procedures to improve the capability of specified programs to target financial transactions relating to severe forms of human trafficking. The Interagency Task Force to Monitor and Combat Trafficking must submit to Congress recommendations for the revision of anti-money laundering programs specifically targeting severe forms of human trafficking. The bill provides additional criteria to be considered by the Department of State to indicate a country's serious and sustained efforts to eliminate human trafficking for purposes of certain foreign assistance. Specifically, the bill adds criteria regarding whether a country has taken or is taking steps to implement a framework for preventing financial transactions involving severe forms of human trafficking.
