This bill expands the purposes for which the Department of Commerce is authorized to make economic adjustment grants to include travel promotion, and it authorizes Commerce to cover up to 100% of the cost of a travel promotion project. Further, the bill authorizes the appropriation of $2.25 billion to make these grants to cover costs associated with promoting safe and healthy travel practices and economic recovery in communities impacted by a decline in travel and tourism as a result of COVID-19 (i.e., coronavirus disease 2019).
Justice for Black Farmers Act of 2021 This bill directs the Department of Agriculture (USDA) to provide a variety of assistance to address historical discrimination and disparities in the agricultural sector. For example, the bill establishes an equity commission in USDA to examine discrimination by the agency against Black farmers and ranchers and recommend actions to end the systematic disparities in the treatment of Black farmers and ranchers. USDA must also establish a Farm Conservation Corps to provide young adults who are from socially disadvantaged groups with the skills necessary to pursue careers in farming and ranching. The bill provides funding for historically Black colleges and universities to commence and expand courses of study that are focused on careers in agriculture or related disciplines. The bill also increases the authorization of appropriations for a program to resolve issues relating to ownership and succession on farmland. Additionally, it expands credit assistance for socially disadvantaged farmers and ranchers. Further, the bill (1) establishes that a minimum of 50% of a covered packer's (not including a packer that owns only one livestock processing plant) daily volume of livestock slaughter must be purchased through spot market sales from nonaffiliated producers; (2) increases funding for the Local Agriculture Market Program; and (3) gives priority to socially disadvantaged farmers and ranchers for conservation technical assistance, the Conservation Stewardship Program, and the Rural Energy for America Program.
End Diaper Need Act of 2021 This bill establishes and expands programs to provide low-income families and other vulnerable groups with access to diapers and related supplies. Specifically, it provides additional funding for FY2022-FY2025 to meet the diapering needs of certain low-income families and adults through the Social Services Block Grant Program. This grant program provides a flexible funding stream to states and territories to support social services for vulnerable children, adults, and families. The bill exempts these funds from sequestration. Sequestration is a process of automatic, across-the-board reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. In particular, these funds must be used to meet the diapering needs of low-income families with one or more infants, toddlers, or medically complex children (i.e., children who are age three or older and diagnosed with a serious condition such as bowel or bladder incontinence); and low-income adults and adults with disabilities who rely on diapers and other adult incontinence materials. Additionally, the bill permits states to use Medicaid funds to provide medically necessary diapers and supplies to low-income families with one or more medically complex children. It also allows individuals to buy medically necessary diapers and supplies with funds from health savings accounts and other tax-advantaged accounts for health care expenses.
Safe Environment from Countries Under Repression and Emergency Act or the SECURE Act This bill allows qualified nationals of a country that has or had a temporary protected status designation to obtain permanent resident status. Such an alien qualifies for permanent residence if the alien had temporary protected status, qualified for such status on certain dates, or was present in the United States due to having been granted deferred enforced departure status that extended past a certain date; has been continuously present in the United States for three years before applying for adjustment or before being removed after a certain date; is not inadmissible or deportable for certain reasons; and passes applicable background checks. The continuous presence requirement may be waived in certain instances. A spouse, domestic partner, child, or unmarried child of a qualifying alien may also obtain permanent resident status under the bill upon meeting certain requirements. An alien with a pending application shall receive work authorization and be eligible for travel authorization. An alien may not be removed if the alien (1) has a pending application, or (2) is prima facie eligible for permanent resident status under this bill and intends to apply. Information from applications may not be used or shared for immigration enforcement, with limited exceptions such as for identifying fraudulent claims. The Department of Homeland Security must report to Congress when terminating a country's temporary protected status designation with an explanation justifying the termination.
Stronger Medicaid Response to the COVID-19 Pandemic Act This bill allows COVID-19 (i.e., coronavirus disease 2019) vaccines, prevention, and treatment, as well as prevention and treatment for conditions that may complicate COVID-19 treatment, for uninsured individuals to be covered under Medicaid during the public health emergency. (Currently, state Medicaid programs have the option to cover COVID-19 testing for uninsured individuals.) The bill also (1) specifically allows COVID-19 testing, vaccines, prevention, and treatment, as well as prevention and treatment for complicating conditions, for certain unlawful aliens to be covered under Medicaid during the public health emergency; and (2) specifies how the value and provision of COVID-19 assistance should be considered with respect to certain governmental programs and requirements.
Timely ReAuthorization of Necessary Stem-cell Programs Lends Access to Needed Therapies Act of 2021 or the TRANSPLANT Act of 2021 This bill modifies and reauthorizes through FY2026 the C.W. Bill Young Cell Transplantation Program, which provides support to patients who need a potentially life-saving bone marrow transplant or umbilical cord blood transplant. The bill also requires the Department of Health and Human Services to conduct a periodic review of the science of using adult stem cells and birthing tissues in therapeutic treatments. In addition, the Government Accountability Office must report on the regenerative medicine workforce.
Arctic Refuge Protection Act of 2021 This bill designates approximately 1,559,538 acres of land within Alaska in the Arctic National Wildlife Refuge as a component of the National Wilderness Preservation System.
Gun Violence Prevention Research Act of 2021 This bill authorizes the Centers for Disease Control and Prevention to conduct or support research on firearms safety or gun violence prevention.
Emergency Relief for Farmers of Color Act of 2021 This bill provides funds for the Department of Agriculture (USDA) to provide assistance to address historical discrimination and disparities in the agriculture sector. For example, USDA must provide debt forgiveness to help socially disadvantaged farmers and ranchers pay off outstanding farm loan debts and address issues relating to COVID-19 (i.e., coronavirus disease 2019). Additionally, USDA must provide a competitive grant to a school of law or legal research entity to establish the National Center for Minority Farmer Agricultural Law Research and Information. It must also provide grants and loans to resolve property issues relating to ownership and succession on farmland. The bill provides financial assistance to cooperative development centers, individual cooperatives, or groups of cooperatives that serve socially disadvantaged groups. It also provides financial assistance and technical assistance to certain nonprofit organizations that provide services to socially disadvantaged farmers and ranchers. USDA must provide support for research, education, and extension at historically Black colleges and universities and other minority-serving institutions. It must also provide grants to land-grant colleges and universities for student scholarships, including for students who are members of Indian tribes and pursuing an agricultural field of study. The bill also requires USDA to establish an equity commission to address and mitigate discrimination across its agency.
Child and Dependent Care Tax Credit Enhancement Act of 2021 This bill modifies the tax credit for employment-related expenses incurred for the care of a taxpayer's dependent to (1) increase to $400,000, the adjusted gross income threshold level above which the credit is incrementally reduced; (2) increase the dollar limits on the allowable amount of the credit; (3) specify rules for married couples filing separate returns; (4) allow an inflation adjustment to the adjusted gross income threshold and the maximum credit amounts, beginning after 2022; and (5) make the credit refundable.
Safeguarding Against Fraud, Exploitation, Threats, Extremism, and Consumer Harms Act or the SAFE TECH Act This bill limits federal liability protection that applies to a user or provider of an interactive computer service (e.g., a social media company) for claims related to content provided by third parties. Specifically, the bill applies the liability protection to claims arising from third-party speech rather than third-party information. Additionally, the liability protection shall not apply if a user or provider (1) accepts payment to make the speech available, or (2) creates or funds (in whole or in part) the speech. The bill changes legal procedures concerning the liability protection by (1) requiring a defendant in a lawsuit to raise the liability protection as an affirmative defense, and (2) placing the burden of proving that the defense applies on the defendant. Some courts have held that the current liability protection bars claims for civil penalties and injunctive relief. The bill expressly excludes from the liability protection requests for injunctive relief arising from a provider's failure to remove, restrict access to, or prevent dissemination of material likely to cause irreparable harm. However, the bill protects a provider from liability for actions taken to comply with such injunctions. Under current law, the liability protection does not apply to federal criminal law, intellectual property law, and other designated areas of law. The bill further specifies that the liability protection shall not apply to civil rights law; antitrust law; stalking, harassment, or intimidation laws; international human rights law; and civil actions for wrongful death.
Wildland Firefighter Recognition Act This bill requires the Office of Personnel Management to develop a distinct wildland firefighter occupational series. The series must apply to the following positions forestry technician; range technician; other positions related to significant prevention, preparedness, control, suppression, or management activities for wildland firefighters; and other positions conducting activities necessary to meet any other emergency incident. The Department of the Interior and the Department of Agriculture must use the series in the advertising and hiring of a wildland firefighter. The bill requires an employee in a wildland firefighter occupational series to receive a pay differential based on the unusual physical hardship or hazardous nature of the position. An individual employed as a wildland firefighter on the date on which the occupational series takes effect may (1) remain in the occupational series in which the individual is working, or (2) be included in the wildland firefighter occupational series.
