Border Business COVID-19 Rescue Act This bill requires the Small Business Administration to establish a loan program to assist border businesses that are directly impacted by the COVID-19 (i.e., coronavirus disease 2019) pandemic. For the purposes of this bill, the term border business refers to a business that (1) is eligible for an economic injury disaster loan, (2) has its principal office located in the contiguous United States and is located within 25 miles of the U.S. border, (3) has fewer than 50 employees and annual revenue of $1 million or less, and (4) demonstrates a reduction in revenue from specified prior periods. Recipients must use loan funds for purposes related to COVID-19 such as (1) providing sick leave to employees, (2) meeting increased costs arising from interrupted supply chains, or (3) paying for logistical expenses associated with border closures.
No Fencing at the United States Capitol Complex Act This bill prohibits the use of federal funds for permanent fencing around the perimeter of any U.S. Capitol buildings or grounds. On January 7, 2021, in response to the previous day's events, razor wire fencing was erected to secure the perimeter of the U.S. Capitol; the fencing was initially to remain in place for 30 days and has since been kept in place through periodic extensions.
Vaccine Fairness Act This bill requires the Department of Health and Human Services (HHS) to provide weekly reports to Congress concerning the distribution of COVID-19 (i.e., coronavirus disease 2019) vaccines to the public. HHS must also make publicly available certain data on the number of vaccine doses administered.
Recreational Lands Self-Defense Act of 2021 This bill requires the U.S. Army Corps of Engineers to allow an individual to possess a firearm at a Corps water resources development project as long as the individual's possession of the firearm is in compliance with the law of the state in which the project is located.
COVID-19 Supply Chain Resiliency Act of 2021 This bill establishes the Office of COVID-19 Supply Chain Resiliency to identify and address supply chain issues related to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the office must establish a national strategy to address identified supply chain issues related to the pandemic, serve as a central point of contact for and provide technical assistance to entities dealing with these issues, and develop legislative recommendations to strengthen critical supply chains for pandemics. The office shall cease to exist 18 months after the COVID-19 public health emergency (and any renewal thereof) is terminated.

It also urges the Egyptian government to (1) enact serious and legitimate reforms to ensure that Coptic Christians have the same rights and opportunities as other Egyptian citizens, (2) complete the process of church certification, and (3) take steps to end the culture of impunity for attacks on Christians.
Retirement Inflation Protection Act of 2021 This bill allows the adjusted basis of certain assets, including C corporation common stock and tangible property used in a trade or business, to be adjusted for inflation solely for the purpose of determining the gain or loss of individuals who (1) have held such assets for more than 3 years, and (2) have attained the age of 59 1/2 as of the date of the sale or other disposition of the assets. The bill uses the Chained Consumer Price Index for All Urban Consumers (C-CPI-U) for purposes of making the inflation adjustment. The bill sets forth rules for applying the inflation adjustment to short sales, dispositions between related persons, and improvements to property. The Internal Revenue Service may disallow an adjustment if any person transfers cash, debt, or any other property to another person for the principal purpose of securing or increasing an inflation adjustment.
New Business Preservation Act This bill establishes and provides funding for the Innovation and Startups Equity Investment Program, through which the Department of the Treasury must work with states to invest in new businesses and startups. Specifically, the bill requires Treasury to provide certain funds to participating states, which these states must use to administer specified approved programs that provide equity investment in new businesses. Treasury must also award funds to approved state programs to provide follow-on investments. If a state receives funds from an exit, the state shall use such funds to further invest in startups under the approved program. An exit is defined as the (1) acquisition of a startup in which a state has invested under the program; (2) sale of a share of such startup following an initial public offering; or (3) voluntary purchase of a state's ownership interest by the startup, investors, or existing shareholders.
Robust International Response to Pandemic Act This bill requires the Department of the Treasury and each U.S. Executive Director at an international financial institution to take certain actions in support of the global response to COVID-19 (i.e., coronavirus disease 2019). Specifically, each U.S. Executive Director at an international financial institution (e.g., the International Bank for Reconstruction and Development or the International Finance Corporation) must seek the suspension of debt service payments to the institution and the relaxation of fiscal targets for certain programs, oppose programs or loan agreements that would reduce countries' health care spending or other spending related to their responses to COVID-19, and require approval of all Special Drawing Rights (a currency support tool) allocation transfers from wealthier member countries to countries that are emerging or developing to ensure the allocations are used for the public good and in response to the global pandemic. Further, the U.S. Governor at the International Monetary Fund (IMF) must advocate for the issuance of Special Drawing Rights so that governments may access additional resources to finance their responses to COVID-19. Of these Special Drawing Rights allocated to the United States, Treasury must lend a specified amount to the Poverty Reduction and Growth Trust or other special purpose vehicle of the IMF to help eligible low-income countries respond to COVID-19. Treasury must also advocate for an extension of the current moratorium on debt service payments to official bilateral creditors by the world's poorest countries.
