S 2464: RECOMPETE Act

Rebuilding Economies and Creating Opportunities for More People To Excel Act or the RECOMPETE Act This bill establishes a grant program to assist economically distressed local communities and labor markets that meet specified economic criteria, including employment criteria. The Economic Development Administration (EDA) must award 10-year grants to a local government, tribal government, economic development district, or consortium of local government units located in such areas. Each grant recipient must develop and implement a comprehensive strategy to address the economic challenges specific to the area. The grants may be used to increase employment opportunities, increase local per capita income, support economic development, and develop infrastructure and housing. Additionally, the EDA must periodically evaluate each grant recipient based on certain benchmark criteria and annually report on the implementation of the program. The bill specifies formulas for determining the grant amount for each community or market and the federal share of the cost of each program or activity conducted under the program.

S 2452: Encouraging Americans to Save Act

Encouraging Americans to Save Act This bill sets forth provisions to provide matching payments for retirement savings and Individual Retirement Account (IRA) contributions for individuals who have attained the age of 18 years, excluding taxpayer dependents. Specifically, it allows an enhanced 50% tax credit, up to $2,000, for deductible retirement savings contributions and for IRA contributions. The bill also directs the Internal Revenue Service (IRS) to establish the R-Bond Program as a permanent program for the establishment and maintenance of individual retirement plans and directs the IRS to educate taxpayers on the benefits of the savings programs provided by this bill.

S 2447: SUCCESS Act

Securing Universal Communications Connectivity to Ensure Students Succeed Act or the SUCCESS Act This bill provides additional funding for the Emergency Connectivity Fund, which supports remote learning during the COVID-19 emergency period by covering reasonable costs of laptop and tablet computers, Wi-Fi hotspots, modems, routers, and broadband connectivity purchases for off-campus use by students, school staff, and library patrons.

S 2434: Local Journalism Sustainability Act

Local Journalism Sustainability Act This bill allows individual taxpayers a tax credit up to $250 in any taxable year for subscriptions to one or more local newspapers for the taxpayer's personal use. It also allows a local news journalist employer a payroll credit for wages paid to local news journalists. The bill allows certain small businesses a tax credit for amounts paid for advertising in a local newspaper or through a broadcast of a radio or television station serving a local community.

S 2446: Women's Retirement Protection Act

Women's Retirement Protection Act This bill modifies the requirements for employer-sponsored pension plans to (1) extend spousal consent requirements that currently apply to defined benefit pension plans to defined contribution pension plans; and (2) allow certain long-term, part-time workers to participate in pension plans that include either a qualified cash or deferred arrangement or a salary reduction agreement. Financial product or service providers who sell retirement financial products or services must provide purchasers of their products or services an easily accessible link to the website of the Consumer Financial Protection Bureau to obtain information relating to retirement planning or later life economic security. The Women's Bureau of the Department of Labor shall award grants to certain community-based organizations to (1) improve the financial literacy of women who are working age or in retirement, and (2) assist low-income women and survivors of domestic violence in obtaining qualified domestic relations orders and the benefits they are entitled to through the orders.

S 2448: Health Misinformation Act of 2021

Health Misinformation Act of 2021 This bill limits liability protection that applies to a provider of an interactive computer service (e.g., a social media company) for claims related to content provided by third parties if a provider promotes health misinformation during a declared public health emergency. Specifically, the liability protection (sometimes referred to as Section 230 protection) shall not apply to a provider that promotes health misinformation using an algorithm unless the algorithm uses a neutral mechanism for the promotion, such as chronological functionality. The Department of Health and Human Services must, within 30 days, issue guidance about what constitutes health misinformation.

HR 4665: WRCR Act of 2021

Worker Relief and Credit Reform Act of 2021 or the WRCR Act of 2021 This bill modifies the earned income tax credit to (1) make the credit available to certain students, (2) modify the age requirement for the credit, (3) include care-giving and learning as compensated work for purposes of the credit, (4) revise the definition of qualifying dependents eligible for the credit, (5) increase the credit for certain unmarried individuals with two or more qualifying children, and (6) require the Internal Revenue Service (IRS) to establish a program for making direct advance monthly payments of the credit to eligible taxpayers. The bill directs the IRS to establish a program to educate taxpayers about the availability of the earned income tax credit and the advance monthly payments of such credit.

HR 4649: To amend title VI of the Social Security Act to allow for the use of the Coronavirus State fiscal recovery fund to support mental and behavioral health programs, and for other purposes.

This bill permits state, tribal, and territorial governments to use designated COVID-19 relief funding to support mental and behavioral health programs. Currently, this funding is available to eligible governments through December 31, 2024, for responding to the COVID-19 public health emergency or its negative economic impacts; supporting essential workers and businesses; maintaining government services; and investing in water, sewer, or broadband infrastructure.

School Milk Nutrition Act of 20 21 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. The bill permits schools participating in the program to offer students low-fat flavored milk.

HR 4603: United States Call Center Worker and Consumer Protection Act of 2021

United States Call Center Worker and Consumer Protection Act of 2021 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

HR 4593: Securing Our Border States Act

Securing Our Border States Act This bill requires the Department of the Treasury to provide grants to states for building barriers and related infrastructure along the U.S.-Mexico border. Within 30 days of receiving a certification from a border state that it intends to use such grant funding for constructing a border barrier, Treasury must disburse funds to the state, with the amount based on the number of miles of border in that state that currently does not have a border barrier. The bill provides $22 billion of funding for this grant program and permanently rescinds $22 billion from funds made available for various assistance programs related to COVID-19.

HR 3985: Averting Loss of Life and Injury by Expediting SIVs Act of 2021

Averting Loss of Life and Injury by Expediting SIVs Act of 2021 or the Allies Act of 2021 This bill increases the number of special immigrant visas available to qualified Afghan nationals who worked for the U.S. government or the North Atlantic Treaty Organization (NATO) missions in Afghanistan. The bill also relaxes certain qualifications for such visas. Specifically, this bill makes available an additional 8,000 visas for principal aliens under this special visa program, to be available until all such visas have been issued. (The numerical limitations in this program apply only to the principal alien who applies for the visa, not to any accompanying spouse or child.) Under this bill, an alien may qualify based on a credible basis for concern about the possibility of an ongoing serious threat in Afghanistan due to their work with the U.S. government or a NATO mission, where currently the alien must have experienced such a threat. The bill also eliminates a requirement for each applicant to submit a credible sworn statement describing that threat. Furthermore, for an applicant qualifying for a visa by performing duties for U.S. military personnel stationed with a NATO mission, this bill eliminates a requirement that the duties performed qualify as sensitive and trusted duties. If an alien submits a visa application that included an accompanying spouse or child but the alien passes away before the application is granted, the surviving spouse or child shall remain eligible to receive a visa under that application. Currently, a surviving spouse or child retains eligibility only if the application was approved before the alien passed away.
