Combating International Islamophobia Act This bill establishes within the Department of State the Office to Monitor and Combat Islamophobia and addresses related issues. The office shall monitor and combat acts of Islamophobia and Islamophobic incitement in foreign countries. The bill establishes the position of Special Envoy for Monitoring and Combating Islamophobia, who shall head the office. The bill also requires certain existing annual reports to Congress about human rights and religious freedom in foreign countries to include information about Islamophobia, such as information about (1) acts of physical violence or harassment of Muslim people, (2) instances of propaganda in government and nongovernment media that attempt to justify or promote hatred or incite violence against Muslim people, and (3) actions taken by a country's government to respond to such acts. The office shall coordinate and assist in preparing these portions of the reports. No funds made available pursuant to the bill may be used to promote or endorse a boycott, divestment, and sanctions movement ideology (i.e., economic measures against Israel or Israel-related individuals or organizations) or used to promote or endorse a Muslim ban.
This resolution expresses support for the goals and ideals of American Diabetes Month and decreasing the prevalence of diabetes in the United States through increased research, treatment, and prevention.
Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) election integrity and security. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons, prohibits presidential self-pardons, suspends the statute of limitations for federal offenses committed by a sitting President or Vice President, prohibits the acceptance of foreign or domestic emoluments, and sets forth provisions regarding Office of Government Ethics and Office of Special Counsel jurisdiction and enforcement authority. To address checks and balances, accountability, and transparency, the bill authorizes specified actions to enforce congressional subpoenas, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of specified communications between it and the White House, requires cause for removal of inspectors general, increases whistleblower protections, and requires a candidate for President or Vice President to provide copies of tax returns for the 10 most recent taxable years to the Federal Election Commission. To address election integrity and security, the bill requires federal campaign reporting of foreign contacts, makes various changes to requirements concerning foreign donations to political campaigns and candidates and foreign contributions to online electioneering communications, prohibits distribution of materially deceptive audio or visual media prior to an election (i.e., deepfakes), and establishes a program to support states and localities transition to ranked choice voting systems.
This bill restates current law concerning specified U.S. space programs and related activities. Those provisions are consolidated into title 51 of the United States Code (National and Commercial Space Programs).
Chronic Wasting Disease Research and Management Act This bill directs the Department of Agriculture (USDA) to address chronic wasting disease afflicting deer, elk, and moose populations. Specifically, the bill directs USDA to establish a program to research and manage the disease. Under the program, USDA must offer to enter into agreements with state or tribal wildlife agencies and departments of agriculture, institutions of higher education, and research centers to support research on the transmission of, resistance to, and diagnosis of the disease. In addition, USDA must offer to enter into agreements with such agencies and departments to support state and tribal efforts to develop and implement management strategies that address the disease. USDA must also develop and maintain materials to inform the public on chronic wasting disease and techniques to help prevent the spread of the disease. In addition, USDA must solicit public feedback on potential updates and improvements to standards of the chronic wasting disease herd certification program.
Cattle Contract Library Act of 2021 This bill directs the Department of Agriculture (USDA) to establish and maintain a library or catalog of each type of contract offered by packers to producers for the purchase of all or part of the production of fed cattle (including cattle that are purchased or committed for delivery), including any schedules of premiums or discounts associated with the contract. USDA must make the library or catalog publicly available in a user-friendly format and provide weekly or monthly reports as applicable. The bill makes it unlawful for any packer to willfully fail or refuse to provide USDA with accurate contractual information or to comply with any other requirements under the bill. The Agricultural Marketing Service must provide competitive grants to state agricultural experiment stations, universities, national laboratories, and other entities for producer outreach and education efforts on best uses of cattle market information, including information made available through the livestock mandatory reporting program and the library or catalog.
Stillbirth Health Improvement and Education for Autumn Act of 2021 or the SHINE for Autumn Act of 2021 This bill authorizes grants and establishes other programs to improve data collection on stillbirths. Specifically, the Department of Health and Human Services (HHS) may award grants for surveillance and data collection on stillbirths, and HHS must issue guidelines for health departments and vital statistics units concerning the collection of stillbirth data. HHS must also develop educational awareness materials about stillbirths and make them publicly available. Furthermore, HHS must implement a fellowship program to provide training in perinatal autopsy pathology and otherwise support research on stillbirths and fetal autopsies. The bill also requires HHS to issue a report with educational guidelines on stillbirths and stillbirth risk factors.
This bill extends through December 31, 2022, the coverage period for the Coronavirus Relief Fund to make payments to tribal governments for necessary expenditures incurred as a result of the COVID-19 public health emergency. Expenditures must be incurred between March 1, 2020, and December 31, 2022.
Ocean Shipping Reform Act of 2021 This bill revises provisions related to ocean shipping policies and is designed to support the growth and development of U.S. exports and promote reciprocal trade in the common carriage of goods by water in the foreign commerce of the United States. Among other provisions, the bill sets forth requirements for operating a shipping exchange involving ocean transportation in the foreign commerce of the United States; requires ocean common carriers to report to the Federal Maritime Commission (FMC) each calendar quarter on total import and export tonnage and the total loaded and empty 20-foot equivalent units per vessel that makes port in the United States; requires the FMC to publish and annually update all its findings of false certifications by ocean common carriers or marine terminal operators and all penalties assessed against such carriers or operators; revises annual reporting requirements for the FMC on foreign laws and practices to include practices by ocean common carriers; prohibits ocean common carriers and marine terminal operators from retaliating or discriminating against shippers because such shippers have patronized another carrier, or filed a complaint; directs the FMC to establish rules prohibiting ocean common carriers and marine terminal operators from adopting and applying unjust and unreasonable demurrage and detention fees; authorizes the FMC to initiate investigations of an ocean common carrier's fees or charges and apply enforcement measures, as appropriate; directs the Department of Transportation to seek to enter into an agreement with the National Academy of Sciences to study the U.S. supply chain industry, including data constraints that impede the flow of maritime cargo and add to supply chain inefficiencies; and provides authority for the FMC to issue an emergency order requiring ocean common carriers or marine terminal operators to share directly with relevant shippers, rail carriers, or motor carriers information relating to cargo throughput and availability.
Indian Buffalo Management Act This bill establishes a permanent program within the Department of the Interior to develop and promote tribal ownership and management of buffalo and buffalo habitat on Indian lands. Specifically, the bill requires Interior to (1) enter into contracts, award grants, and provide technical assistance to Indian tribes and tribal organizations for activities related to buffalo restoration or management; (2) consult with tribes and tribal organizations on initiatives that affect buffalo or buffalo habitat, including efforts to contain or eradicate diseased buffalo; and (3) develop a policy relating to buffalo and buffalo habitat management activities on Indian land. Additionally, Interior may enter into agreements with tribes or tribal organizations to transport surplus buffalo from federal land onto Indian land.
This concurrent resolution directs the Architect of the Capitol to move the catafalque (a wooden platform) from the Capitol Visitor Center to the Capitol rotunda for use in connection with services for the Honorable Robert Dole, late a Senator from Kansas.
