Arctic Diplomacy Act of 2021 This bill authorizes the position of Assistant Secretary of State for Arctic Affairs within the Department of State. The position shall maintain continuous observation and coordination of matters pertaining to foreign policy in the Arctic, including trade, the environment, and political-military affairs.
Indian Programs Advance Appropriations Act of 2021 This bill authorizes advance appropriations for several covered appropriations accounts of (1) the Bureau of Indian Affairs and the Bureau of Indian Education within the Department of the Interior, and (2) the Indian Health Service within the Department of Health and Human Services. The advance appropriations provide new budget authority that first becomes available for the first fiscal year after the budget year. The covered accounts within the Bureau of Indian Affairs are (1) Operation of Indian Programs, (2) Contract Support Costs, (3) the Indian Guaranteed Loan Program, (4) Construction, and (5) Payments for Tribal Leases. The covered accounts within the Bureau of Indian Education are (1) Operation of Indian Education Programs, and (2) Education Construction. The covered accounts within the Indian Health Service are (1) Indian Health Services, (2) Contract Support Costs, (3) Payments for Tribal Leases, and (4) Indian Health Facilities. The bill also requires the President's budget and the supporting documents submitted to Congress to include detailed estimates related to the advance appropriations.
Advancing Tech Startups Act This bill requires the Department of Commerce to study and report on the impact of technology startup companies on the U.S. economy. Such study shall involve, among other things, (1) describing the activities of identified locations that are dedicated to the creation, development, and growth of technology startup companies; (2) establishing a list of federal agencies asserting jurisdiction over entities and industry sectors dedicated to technology startup companies; and (3) assessing risks and trends in relevant marketplaces and supply chains that impact technology startup companies in the United States. Commerce must report to Congress the results of such study and any recommendations to promote the creation, development, and growth of technology startup companies.
Equal Access to the Right Nutrition for Military Families (EARN) Act of 2021 This bill facilitates the participation of military households in the Supplemental Nutrition Assistance Program (SNAP) by excluding from income limits the housing allowance provided to members of the Armed Forces and modifying administration and other aspects of the program.
Prince Jonah Kūhiō Kalaniana'ole Protecting Family Legacies Act This joint resolution consents to the Hawaii legislature's amendments to the Hawaiian Homes Commission Act. In 2017, the Hawaii legislature reduced the minimum Native Hawaiian blood quantum required for an individual to inherit a homestead lease under the act.
This resolution requests the President and directs the Department of State to transmit to the House of Representatives, not later than 14 days after the adoption of this resolution, copies of both classified and unclassified documents that refer or relate to certain information on the withdrawal of the United States from Afghanistan, including reactions, concerns, or objections expressed by certain allies and partners; any agreement reached with the Taliban related to the evacuation of specified individuals; and numbers of specified individuals in contact with the State Department to request evacuation assistance from Afghanistan, from July 30, 2021, to the present.
Improving Mental Health and Wellness in Schools Act This bill incorporates mental health promotion and education into guidelines for school wellness policies that are used by local educational agencies participating in school meal programs.
Burma Unified through Rigorous Military Accountability Act of 2021 or the BURMA Act of 2021 This bill imposes sanctions pertaining to Burma (Myanmar) and addresses related issues. The President must impose property- and visa-blocking sanctions on certain foreign persons (i.e., an individual or entity), including those that (1) knowingly operate in Burma's defense sector, (2) are responsible for or complicit in undermining Burma's democratic processes, or (3) are senior leaders in Burma's military or government. The Department of the Treasury must prohibit or impose strict conditions on certain accounts used to facilitate transactions for such sanctioned persons. The President may impose sanctions on Myanma Oil and Gas Enterprise if such sanctions would support certain objectives, including reducing the Burmese military's ability to undermine democracy in Burma. The President may also prohibit imports of precious and semiprecious gemstones from Burma. Before removing certain foreign persons from a list of specially designated nationals and blocked persons (commonly known as the SDN list), the President must certify to Congress that the person in question has not knowingly engaged in certain activities, such as supporting terrorism. The bill authorizes Department of State and U.S. Agency for International Development activities in Burma and the surrounding region to support democracy activists, humanitarian assistance, and reconciliation efforts. The State Department may (1) continue to assist organizations supporting political prisoners in Burma, and (2) provide assistance to entities investigating crimes against humanity. The President must direct U.S. representatives to the United Nations to vote and advocate for certain actions related to Burma, such as cutting off assistance to Burma's government.
Voter Choice Act This bill directs the Election Assistance Commission (EAC) to establish a program to support state and local governments in the transition to ranked choice voting (a system in which voters rank candidates in order of preference). Specifically, the EAC must provide technical assistance to state and local governments that are considering whether to make, or that are in the process of making, the transition to a ranked choice voting system for their elections. The EAC must also award grants to support such transition, including through the acquisition of voting equipment and tabulation software, appropriate ballot design, educational materials, and voter outreach.
Animal Freedom from Testing, Experiments, and Research Act of 2021 or the AFTER Act of 2021 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.
