Gym Mitigation and Survival Act of 2021 or the GYMS Act of 2021 This bill establishes a grant program to provide economic support to eligible fitness facilities in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill authorizes the Small Business Administration to make initial and supplemental grants to privately owned fitness facilities that primarily provide health or fitness services and that do not offer golf, hunting, sailing, or riding facilities. The total amount of grant funds for a recipient may not exceed $25 million, and the recipient must use these funds for payroll costs, rent or mortgage obligations, and other ordinary and necessary business expenses.

Promising Pathway Act This bill establishes a provisional approval pathway for medicines intended for serious or life-threatening diseases, including illnesses posing a threat of epidemic or pandemic. The period of the provisional approval is for two years and is potentially renewable. The Food and Drug Administration (FDA) must establish a priority review system to evaluate completed provisional approval applications within 90 days of receipt. A provisional approval application may be approved if the FDA determines that (1) there is substantial evidence of safety for the drug; and (2) there is relevant early evidence of efficacy, based on adequate and well-controlled investigations. During the COVID-19 (i.e., coronavirus disease 2019) pandemic, or another epidemic or pandemic, the FDA must accept and review various portions of a provisional approval application on a rolling basis. The manufacturer of a provisionally approved drug must require patients to participate in an observational registry. A manufacturer that fails to comply with registry requirements is subject to civil penalties. A provisionally approved drug must be labeled as such. If a drug that receives provisional approval status is not brought to market within 180 days of the approval, the approval must be rescinded. The bill also limits the liability of a manufacturer of a provisionally approved drug with respect to any claim under state law alleging that the drug is unsafe or ineffective. Private health insurers and federal health care programs shall not deny coverage of a provisionally approved drug on the basis of it being experimental.
Mental Health Professionals Workforce Shortage Loan Repayment Act of 2021 This bill requires the Health Resources and Services Administration to establish a loan repayment program for mental health professionals who work in designated workforce-shortage areas.
Human-Services Emergency Logistic Program Act of 2021 or the HELP Act of 2021 This bill requires the Department of Health and Human Services (HHS) to allot funding to states, tribal nations, and territories to improve the 2-1-1 and 9-8-8 telecommunication systems. The 2-1-1 system provides callers with information and referrals with respect to health and human services and other provider agencies, and the 9-8-8 system provides callers with mental health or suicide crisis support and resources through the National Suicide Prevention Lifeline. The funds must be used solely for making the call systems available to all individuals in the service area, enhancing community information and referrals with respect to human services, or both. As a condition of this funding, recipients must appoint a lead entity to manage activities to improve the call systems. Recipients must also establish a Human Services State Oversight Council to provide the lead entity with guidance and oversight related to the call systems. In addition, HHS must establish a Human Services National Board, comprised of federal and non-federal representatives, to manage the allocation of funds and evaluate the call systems.
Equity in Neuroscience and Alzheimer's Clinical Trials Act of 2021 or the ENACT Act of 2021 This bill sets out activities and requirements to increase the participation of underrepresented populations in research and clinical trials for Alzheimer's disease and related dementias. Specifically, the National Institute on Aging (NIA) must establish and provide technical assistance to Alzheimer's research centers located in areas with higher concentrations of minority groups. These centers must establish diagnostic and treatment clinics designed to serve minority, rural, and other underserved populations; operate clinical trials; and carry out public outreach to encourage members of minority populations to participate in clinical trials and research. Additionally, the NIA must disseminate information to members of minority populations about participating in clinical trials and take other actions to enhance diversity with respect to the Alzheimer's research that it conducts or supports. The bill also directs the NIA to increase diversity among Alzheimer's researchers by encouraging the participation of individuals who are from groups that are underrepresented in clinical, behavioral, and social sciences.
Safe Interactions Act of 2021 This bill requires the Department of Health and Human Services to award grants to nonprofit disability organizations to develop training programs for law enforcement officers who may encounter individuals with disabilities.
Strategic Energy and Minerals Initiative Act of 2021 This bill requires federal actions to increase competition in global energy and critical minerals markets. It also reauthorizes through December 31, 2031, the Export-Import Bank. Specifically, the bill authorizes the U.S. International Development Finance Corporation to provide support for energy projects and for producing, processing, manufacturing, or recycling critical minerals. The corporation may not prohibit or restrict its support based on the type of energy involved in a project. The Department of the Treasury must direct the U.S. executive directors at multilateral development banks to oppose restricting assistance to developing countries based on the type of energy involved. Additionally, the bill includes provisions related to the Export-Import Bank, including to direct the bank to establish a strategic energy and minerals portfolio focused on providing financing for projects related to civil nuclear energy infrastructure, natural gas infrastructure, and critical minerals; increase, for each of FY2021-FY2031, the authorized aggregate amount of loans, guarantees, and insurance that the bank may have outstanding; and prohibit the bank from guaranteeing, insuring, or extending credit for the purchase of any nuclear material, equipment, or technology not provided for under a specified agreement. The Department of Energy may make guarantees for projects that increase the domestic supply of critical minerals. The federal government must fully implement the recommendations made in the Department of Commerce's report titled A Federal Strategy to Ensure the Secure and Reliable Supplies of Critical Minerals , published in June 2019.
Medical Nutrition Therapy Act of 2021 This bill expands Medicare coverage of medical nutrition therapy services. Currently, Medicare covers such services for individuals with diabetes or kidney disease under certain circumstances; such services must also be provided by a registered dietitian or nutrition professional pursuant to a physician referral. The bill extends coverage to individuals with other diseases and conditions, including obesity, eating disorders, cancer, and HIV/AIDS; such services may also be referred by a physician assistant, nurse practitioner, clinical nurse specialist, or (for eating disorders) a clinical psychologist.
This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.
This resolution designates May 5, 2021, as the National Day of Awareness for Missing and Murdered Native Women and Girls.
