WEST Act of 2025

Maddy summaryHR 1206, the WEST Act of 2025, cancels a specific Bureau of Land Management (BLM) rule titled "Conservation and Landscape Health" (published in the Federal Register on April 3, 2023). The bill directly affects the BLM and anyone subject to the rule, which governed land management practices on public lands. Its key mechanism is a straightforward provision declaring the rule "shall have no force or effect," effectively removing it from federal regulations without creating new policies. This is a procedural action targeting a specific existing regulation, not a broader policy change.

To transfer the functions, duties, responsibilities, assets, liabilities, orders, determinations, rules, regulations, permits, grants, loans, contracts, agreements, certificates, licenses, and privileges of the United States Agency for International Development relating to implementing and administering the Food for Peace Act to the Department of Agriculture.

Maddy summaryHR 1207 transfers the administration of the Food for Peace Act's food aid programs from USAID to the Department of Agriculture. This means the Agriculture Secretary, not the USAID Administrator, will now handle all related functions, including managing assets, grants, and rules for distributing U.S. food aid overseas. The bill requires immediate implementation upon enactment, with references in law automatically updating to the Agriculture Secretary, and allows for swift interim rules to maintain program continuity. It also specifies that the Famine Early Warning Systems Network will continue under Agriculture, and the Department must consult with the State Department on certain aspects of the program.

LOCAL Act

Maddy summaryHR 1125, the LOCAL Act, mandates that the Bureau of Land Management (BLM) headquarters relocate to Grand Junction, Colorado, and requires all existing BLM employees stationed there to remain in place. The bill also requires the Secretary of the Interior to study relocating additional BLM positions to Grand Junction or other western states within one year, assessing impacts on Federal land management, community coordination, and activities like tourism and conservation. The study must be reported to Congress within 365 days of the bill's enactment. This legislation directly affects BLM operations and employee locations in western states, with no changes to substantive land management policies.

Commission To Study the Potential of a National Museum of Italian American History and Culture Act

Maddy summaryHR 1102 establishes a commission to study the feasibility of creating a National Museum of Italian American History and Culture in Washington, D.C. The commission, composed of 8 members appointed by congressional leaders, will examine factors like location options, costs, fundraising potential, and impacts on existing museums, and must report back within 18 months. It will not create the museum itself but will develop recommendations for Congress on whether to proceed, with all funding coming from private sources - no federal funds may be used for the commission’s work. The bill focuses solely on the study process, not on building or operating the museum.

Ski Hill Resources for Economic Development Act

Ski Hill Resources for Economic Development Act This bill allows National Forest System (NFS) units to keep the majority of ski area permit rental fees that were generated within their boundaries and outlines how revenues from those fees may be used. Such fees are collected by the Department of Agriculture (USDA) from ski area operators on NFS land. Within the NFS unit where the fees were generated, USDA must expend (1) 60%-48% of the collected fees for activities such as administration of the ski area permit program, visitor information, or reducing the likelihood of wildfire in or adjacent to a recreation site; and (2) 20% of the collected fees for activities such as repair of a Forest Service-owned facility, habitat restoration, or search and rescue activities. The remainder of the collected fees must be expended by USDA at any NFS unit for any of the activities specified in this bill.

Educational Choice for Children Act of 2025

Maddy summaryHR 833 creates a federal tax credit for individuals and corporations that contribute to scholarship granting organizations (SGOs) providing scholarships for elementary and secondary education. The credit allows taxpayers to deduct up to 10% of their adjusted gross income or $5,000 (whichever is less) for contributions to SGOs serving students from households with income up to 300% of the area median income. The bill establishes a $10 billion annual cap on the tax credit program, requires SGOs to verify student eligibility and maintain separate accounts, and prohibits government control over SGOs or private schools. It ensures scholarships can be used at public, private, or religious schools without discrimination based on religious character. The tax credit would be available for contributions made after December 31, 2025, with annual volume cap increases based on usage.

Expressing the sense of Congress that tax-exempt fraternal benefit societies have historically provided and continue to provide critical benefits to the people and communities of the United States.

Maddy summaryHCONRES 4 is a symbolic resolution expressing Congress's support for tax-exempt fraternal benefit societies (like mutual aid organizations). It recognizes these groups, which have over 7 million members nationwide, as historically and currently providing critical community benefits - including life/health insurance, charitable work, and volunteer services - valued at over $3.8 billion annually. The resolution affirms that their tax-exempt status under Section 501(c)(8) of the Internal Revenue Code remains beneficial and should continue to be promoted. This is a non-binding expression of congressional sentiment, not a policy change.

The permanent change takes effect for tax years starting after December 31, 2025.
