Fostering Overseas Rule of law and Environmentally Sound Trade Act of 2021 or the FOREST Act of 2021 This bill restricts certain commodities produced on illegally deforested land from accessing the U.S. market. Specifically, the bill prohibits the importation of any product made wholly or in part of a covered commodity produced from illegally deforested land. The bill outlines requirements for import declarations of covered commodities. The U.S. Trade Representative (USTR) must, within 30 days, publish (1) an initial list of covered commodities that consists of palm oil, soybeans, cocoa, cattle, rubber, and wood pulp; and (2) an initial list of covered products that are defined by the bill in accordance with the Harmonized Tariff Schedule. These lists must be updated at least on an annual basis. Further, the USTR must identify foreign countries without adequate and effective protection against illegal deforestation caused by the production of commodities that are likely to enter the United States. The USTR must develop an action plan that includes benchmarks for each identified country. Additionally, the bill creates an interagency working group to provide advice and recommendations to the USTR, U.S. Customs and Border Protection, and other relevant agencies. The bill provides funding to assist foreign governments in combating illegal deforestation. The bill also includes illegal deforestation as a specified unlawful activity under a federal financial crime statute. The bill establishes a federal procurement preference for commodities that are not produced from land subject to deforestation.

Last Green Valley National Heritage Corridor and the Upper Housatonic Valley National Heritage Area Reauthorization Act This bill reauthorizes through FY2036 the Last Green Valley National Heritage Corridor and the Upper Housatonic Valley National Heritage Area in Connecticut and Massachusetts. The bill also repeals the limitation on the total amount of funding that may be appropriated for the corridor and heritage area.

This resolution designates September 2021 as National Democracy Month.

Safety Enhancements for Communities Using Reasonable and Effective Firearm Storage Act or the SECURE Firearm Storage Act This bill establishes security requirements for the business premises of a licensed firearms importer, manufacturer, or dealer. Specifically, when the premises are closed for business, an importer, manufacturer, or dealer must secure the firearms inventory and securely store paper business records. A violator is subject to penalties—a civil fine, suspension or revocation of a license, or both a civil fine and suspension or revocation of a license.

Federal Employees Civil Relief Act This bill establishes a framework to temporarily suspend certain judicial and administrative proceedings against a federal employee or contractor during a shutdown (i.e., any period in which there is more than a 24-hour lapse in appropriations affecting any federal agency or department). A federal worker who is furloughed or required to work without pay during a shutdown may apply to a court for a temporary stay, postponement, or suspension of any payment of rent, mortgage, tax, fine, penalty, insurance premium, student loan repayment, or other civil obligation or liability that the worker or individual owes or would owe during the duration of the shutdown. The Department of Justice many commence a civil action against any person who engages in (1) a pattern or practice of violating the requirements of this bill, or (2) a violation that raises an issue of significant public importance. A person aggrieved by a violation of this bill's requirements may also bring a private right of action.

Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.

This resolution honors the life of Robert Dove, Parliamentarian Emeritus of the Senate, and offers the condolences of the Senate regarding his death.

Tyler Clementi Higher Education Anti-Harassment Act of 2021 This bill addresses harassment at institutions of higher education (IHEs). Specifically, the bill requires each IHE to include in its annual security report a statement of policy regarding harassment on the basis of a student's actual or perceived race, color, national origin, sex (including sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype), disability, or religion. In addition, the Department of Education may award grants to IHEs to initiate, expand, or improve programs to (1) prevent the harassment of students; (2) provide counseling or redress services to students who have been harassed or accused of subjecting other students to harassment; or (3) educate and train students, faculty, or staff to prevent harassment or address harassment if it occurs.

This resolution designates the week of September 19-September 25, 2021, as National Estuaries Week.

This resolution declares that Congress remains steadfast in its commitment to the people of Puerto Rico and the U.S. Virgin Islands to assist in restoring the islands to their full potential and that Congress will not abandon U.S. citizens living there or on the U.S. mainland in the aftermath of Hurricane Maria.
