HR 1808: Keep America’s Waterfronts Working Act of 2025

The Keep America's Waterfronts Working Act of 2025 establishes a federal Task Force to identify and address challenges facing working waterfronts, which are properties used for commercial fishing, boating businesses, aquaculture, and other water-dependent coastal activities. It creates a $50 million annual grant program (2025-2029) to help coastal states, tribal governments, and Native Hawaiian organizations develop and implement working waterfronts plans that preserve access to coastal waters and protect these businesses from threats like sea level rise and conversion to incompatible uses. The bill also authorizes a preservation loan fund to provide low-interest loans for waterfront preservation, with special provisions for disadvantaged communities. Covered entities must develop plans identifying threatened waterfront areas, prioritizing preservation needs, and ensuring public access. The law aims to protect working waterfronts through coordinated federal and local planning efforts.

HR 1787: Roberto Clemente Commemorative Coin Act

HR 1787 authorizes the U.S. Mint to produce commemorative coins honoring baseball legend Roberto Clemente, including $5 gold, $1 silver, and half-dollar coins, with specific specifications for weight, size, and metal content. The bill requires the coins to feature Clemente's image and commemorative inscriptions, and mandates a surcharge ($35 for gold, $10 for silver, $5 for half-dollar) paid to the Roberto Clemente Foundation for its educational, youth sports, and disaster relief programs. All coins must be minted in 2027, sold at face value plus surcharge and production costs, and will be legal tender. The bill focuses solely on the coin program, not broader policy changes.

HR 1810: Safe Schools Improvement Act

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, disability, religion, or sex. Sex includes sexual orientation, gender identity, and sex characteristics (including intersex traits). Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

HR 1383: Secure Rural Schools Reauthorization Act of 2025

HR 1383 extends the Secure Rural Schools program, which provides payments to counties and states with federal land (like national forests) to support local schools and services. It reauthorizes these payments through fiscal year 2026, adding specific rules to ensure counties don’t receive duplicate payments for 2024 and 2025. The bill also extends related authorities for special projects on federal land and county fund expenditures through 2028-2029. This directly affects rural communities adjacent to federal lands that rely on these payments for education and infrastructure.

HR 641: Coordination for Soil Carbon Research and Monitoring Act

HR 641 establishes an Interagency Committee led by the Office of Science and Technology Policy to coordinate federal soil carbon research and monitoring across agencies like Agriculture, Energy, EPA, and NOAA. The committee develops a strategic plan, oversees working groups focused on standardizing measurement methods, data management, and community engagement (especially with historically underserved agricultural groups), and submits annual progress reports to Congress. It aims to improve coordination of existing soil carbon sequestration research efforts and ensure recommendations incorporate input from soil science experts and agricultural communities. The bill does not create new programs or directly affect farmers but streamlines federal research coordination and reporting on soil carbon.

HJRES 63: Redesignating the Robert E. Lee Memorial as the "Arlington House National Historic Site".

This bill (HJRES 63) would rename the Robert E. Lee Memorial, a National Park Service site in Arlington, Virginia, to "Arlington House National Historic Site." It directly affects the National Park Service, which manages the site, and all federal government documents, maps, and records referencing the location. The key provision updates all official references to the site to the new name and repeals two prior resolutions that established the memorial. As a procedural renaming bill, it does not create new policies or funding but changes the site's official designation.

S 768: Invest to Protect Act of 2025

The Invest to Protect Act of 2025 establishes a federal grant program to support local law enforcement agencies with fewer than 175 officers. Eligible communities - including counties, municipalities, and Tribal governments - can use funds for de-escalation training, mental health and domestic violence response training, officer retention bonuses, graduate education stipends, and access to behavioral health services for officers. The program requires grantees to report on outcomes and publicly disclose bonus amounts, with strict audit requirements to prevent misuse of funds. It authorizes $50 million annually from 2026 to 2030 to advance these concrete safety and support initiatives.

S 775: SAFE Act of 2025

This bill prohibits the slaughter of horses, ponies, and other equines for human consumption by amending existing federal law. It directly affects businesses or individuals currently involved in slaughtering equines for food, making such activity illegal under the Agriculture Improvement Act of 2018. The key change updates a provision that previously banned slaughtering dogs and cats to now include equines, expanding the existing prohibition. This is a concrete policy change that bans a specific practice under federal law.

S 788: A bill to amend the Internal Revenue Code of 1986 to impose an excise tax on the failure of certain hedge funds owning excess single-family residences to dispose of such residences, and for other purposes.

S 788, the HOPE for Homeownership Act, targets hedge funds with $50 million or more in assets under management that own single-family residences. It imposes two taxes: a 15% or $10,000 tax on acquiring new homes, and an annual tax of $5,000 per excess home held beyond a phased ownership limit (starting at 90% of prior holdings and declining to 0% after 9 years). The bill also disallows mortgage interest and depreciation deductions for properties owned by these funds when they owe the tax. This directly affects large hedge funds owning multiple single-family homes, requiring them to reduce holdings over time or pay ongoing taxes.

S 802: Pay Our Coast Guard Act

This bill ensures Coast Guard personnel and support staff continue receiving pay and benefits during specific funding gaps. It directly affects active-duty and reserve Coast Guard members, qualified civilian employees, and contract workers providing essential support. The key mechanism mandates automatic funding - without new appropriations - to cover pay, benefits, death gratuities, funeral costs, and housing allowances for dependents during a "Coast Guard-specific funding lapse" (when Coast Guard funding isn't enacted before a fiscal year starts but Defense funding is covered). This maintains equitable treatment with other military branches during such lapses.

S 803: Keep Americans Safe Act

S 803, the Keep Americans Safe Act, prohibits the import, sale, manufacture, transfer, or possession of large capacity ammunition feeding devices (devices holding more than 10 rounds, excluding specific .22 caliber tubular devices) in interstate or foreign commerce. It directly affects the general public, while exempting law enforcement officers (including campus police), retired officers with agency-issued devices, nuclear security personnel, and manufacturers testing under federal authorization. Key provisions include requiring serial numbers on new devices, expanding forfeiture for violations, and allowing federal Byrne grants to fund buy-back programs for surrendered devices. The bill takes effect upon enactment, with existing devices lawfully owned before enactment remaining legal.
