Empowering the U.S. Fire Administration Act This bill authorizes the U.S. Fire Administration (USFA) to conduct on-site investigations of major fires and other fires under other specified circumstances. In the case of a major fire, the USFA may send incident investigators (e.g., safety specialists, fire protection engineers, codes and standards experts, researchers, and fire training specialists) to the site. Any such investigation shall (1) be conducted in coordination with appropriate federal, state, and local authorities; and (2) examine the determined cause and origin of the fire and assess broader systematic matters. Upon concluding any such investigation, the USFA must issue a public report to local, state, and federal authorities on the findings of such investigation or collaborate with another investigating federal agency on that agency's report. Additionally, the USFA may send fire investigators to conduct investigations at the site of any fire with unusual or remarkable context that results in losses less severe than those occurring as a result of a major fire.

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal to the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II.

This bill provides FY2022 appropriations to the Department of Housing and Urban Development for the Community Development Fund, which primarily funds the Community Development Block Grant program. The bill provides the funding for activities related to disaster relief and recovery.

This resolution designates March 2022 as National Women's History Month. The resolution also recognizes the celebration of such month as a time to reflect on the contributions that women have made to the United States.

Susan Muffley Act of 2022 This bill restores the full vested monthly benefits for eligible participants of certain pension plans that were sponsored by Delphi Corporation and terminated as a result of General Motors' bankruptcy in 2009. The Pension Benefit Guaranty Corporation (PBGC) must recalculate and adjust each plan participant's monthly benefits payment. The PBGC must also apply the recalculation to previously-made monthly payments and make a lump-sum payment for any additional benefits based on the recalculation. The bill establishes and provides appropriations to a fund for the payment of these benefits and specifies how the lump-sum payments are treated for tax purposes.

This resolution condemns violence and threats of violence against historically Black colleges and universities (HBCUs) and reaffirms the federal government's commitment to combating violence against HBCU students, faculty, and staff.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.

Affordable Insulin Now Act This bill limits cost-sharing for insulin under private health insurance and the Medicare prescription drug benefit. Specifically, the bill caps cost-sharing under private health insurance for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2023. The bill caps cost-sharing under the Medicare prescription drug benefit for a month's supply of covered insulin products at (1) $35 between October 1, 2022, and January 1, 2024; and (2) $35 or 25% of a plan's negotiated price, whichever is less, beginning in 2024. The bill provides funds for FY2022 for the Centers for Medicare & Medicaid Services (CMS) to implement the bill. Currently, the CMS is testing a voluntary model under the Medicare prescription drug benefit (the Part D Senior Savings Model) in which the copayment for a month's supply of insulin is capped at $35 through participating plans. The model is set to expire on December 31, 2025.

Northern Border Regional Commission Reauthorization Act of 2022 This bill makes various changes to the authorities and programs of regional economic and infrastructure development commissions. Specifically, the bill reauthorizes the Southwest Border Regional Commission, the Southeast Crescent Regional Commission, and the Northern Border Regional Commission (NBRC) and establishes and expands NBRC grant programs. The NBRC must establish a state capacity building program to provide grants to commission states (Maine, New Hampshire, New York, and Vermont) to better support business retention and expansion in eligible counties and for other specified purposes. Each commission state shall provide to the NBRC an annual work plan that includes the proposed use of the grant. Additionally, the NBRC may make grants for the planning, construction, equipment, and operation of demonstration health, nutrition, and child care projects. Such grants must give special emphasis to projects and activities to address substance use disorders, including opioid and methamphetamine use. The bill authorizes these regional commissions (as part of economic and infrastructure development grants) to (1) design, build, implement, or upgrade transportation or basic public infrastructure or workforce capacity to support the adaptation to and mitigation of climate challenges; and (2) promote the production of housing to meet economic development and workforce needs.

This resolution authorizes (1) Daniel Schwager, a former employee of the Office of the Secretary of the Senate, to provide testimony in the case of United States v. Reffitt (except concerning matters for which a privilege should be asserted); and (2) the Senate Legal Counsel to represent Mr. Schwager and any current or former employee of his office in connection with the production of evidence in that case.
