Recognizing the 250th birthday of the United States Navy.

Maddy summaryHRES 742 is a ceremonial resolution recognizing the 250th anniversary of the U.S. Navy's founding on October 13, 1775, when the Continental Congress established the first U.S. naval force. Pay Our Troops Act of 2026

Maddy summaryHR 5401, the Pay Our Troops Act of 2026, ensures military personnel, civilian Defense workers, and supporting contractors receive pay during government funding gaps in fiscal year 2026. It appropriates emergency funds for active-duty service members, reserves, and their supporting personnel (including Coast Guard staff under DHS) if regular appropriations aren't enacted by the end of the fiscal year. The bill provides necessary pay and allowances during any period when full-year funding is unavailable, covering both active service and support roles. Funding expires when regular appropriations are passed, a funding resolution is enacted, or January 1, 2027, whichever comes first. This is a procedural measure to prevent pay delays for military and support staff during fiscal year 2026 funding lapses.

Medical Supply Sanctions Act of 2025

Maddy summaryHR 4762, the Medical Supply Sanctions Act of 2025, prohibits the U.S. President from allowing the export of any FDA-approved drug or medical device (like prosthetics that replace or improve body parts) to Russia. This directly affects U.S. pharmaceutical and medical device companies that export these products. The law aims to restrict medical supplies to Russia as part of broader sanctions related to the Ukraine conflict.

Justice for American Victims of Illegal Aliens Act

Maddy summaryHR 4697 would amend federal death penalty sentencing guidelines to add a new factor: if a defendant is an undocumented immigrant convicted of killing or attempting to kill a U.S. citizen. This directly affects non-citizens who entered the U.S. unlawfully and were convicted of murder or attempted murder against U.S. citizens. The key provision requires federal judges to consider the defendant's immigration status as an aggravating factor during sentencing hearings. The bill changes sentencing considerations for specific capital cases but does not alter the legal definitions of the underlying crimes.

ROTOR Act

Maddy summaryHR 4704, the ROTOR Act, requires the Defense Health Agency to study cancer rates among military helicopter pilots and aviation support personnel. It directly affects service members who served as rotary-wing aircrew (pilots or support staff) since 1961 and receive VA healthcare. The bill mandates a two-phase study: first, comparing cancer prevalence/mortality for 12 specific cancers (like lung, prostate, and breast cancer) between these service members and the general population; second, if increased rates are found, investigating potential causes like aircraft toxins, radiation exposure, or other service-related hazards. The study will use existing VA and cancer registry data, with findings reported to Congress within two years.

Veterans’ ACCESS Act of 2025

Veterans' Assuring Critical Care Expansions to Support Servicemembers Act of 2025 or the Veterans' ACCESS Act of 2025 This bill addresses the administration of the Veterans Community Care Program (VCCP) and other Department of Veterans Affairs (VA) health care matters. Among other provisions regarding the VCCP, the bill establishes in statute access standards that determine when a veteran is eligible to receive non-VA care through the VCCP, requires the VA to notify veterans regarding their eligibility for care within two business days after the VA is aware the veteran is seeking care, and extends the deadline for the submittal of claims under the VCCP by health care entities and providers. The VA must address its mental health treatment programs by establishing a standardized screening process to determine whether a veteran satisfies criteria for priority or routine admission to a mental health residential rehabilitation treatment program or a program for residential care for mental health and substance abuse disorders, tracking the performance of medical facilities and Veterans Integrated Service Networks in meeting the requirements for mental health treatment screenings and timely admission to treatment programs under such screenings, and establishing an appeal process for when a veteran is denied admission to a covered treatment program or is accepted into a program but not offered bed placement in a timely manner. Additionally, the VA must establish an online self-service module for veterans to request and manage appointments, track referrals, and appeal and track decisions related to requests for care.

Defending American Property Abroad Act of 2025

Maddy summaryThe Defending American Property Abroad Act of 2025 protects U.S. property interests in Western Hemisphere countries with U.S. free trade agreements. It requires the Secretary of Homeland Security to identify and list ports, harbors, or marine terminals where a foreign government has nationalized, expropriated, or seized U.S.-owned land (since January 2024) through actions like contract repudiation or forced control. Once listed, the President must prohibit vessels using these sites from importing goods, docking passenger vessels, or conducting maintenance in the United States. This directly affects U.S. persons (citizens or businesses) with property in designated locations.
