Defending Domestic Produce Protection Act This bill establishes a process by which a core seasonal industry may petition for countervailing and antidumping duties. A core seasonal industry means the producers (1) of a domestic like product that is a raw agricultural product, (2) whose collective output constitutes a majority of the total production in any state or group of states that accounts for a major portion of the total production during a discrete season or cyclical period of time, and (3) that make substantially all of their sales during that season or time period. The bill also provides that this process shall apply with respect to goods from Canada and Mexico.

This bill designates the community-based outpatient clinic of the Department of Veterans Affairs in Middleburg, Florida, as the A.K. Baker VA Clinic.

Strengthening and Amplifying Vaccination Efforts to Locally Immunize All Veterans and Every Spouse Act or the SAVE LIVES Act This bill authorizes the Department of Veterans Affairs (VA) to furnish a COVID-19 (i.e., coronavirus disease 2019) vaccine to covered individuals during the COVID-19 public health emergency. Under the bill, covered individuals are veterans who are not eligible to enroll in the VA health care system; specified veterans who are eligible for hospital care, medical services, and nursing home care abroad; beneficiaries who are eligible for care due to a specified disability or death of a veteran; family caregivers of veterans who are participating in the VA's Program of Comprehensive Assistance for Family Caregivers; caregivers of veterans participating in the VA's Program of General Caregiver Support Services; caregivers of veterans participating in the VA's Medical Foster Home Program, Bowel and Bladder Program, Home Based Primary Care Program, or Veteran Directed Care Program; and the spouses of veterans. The VA must prioritize the vaccination of (1) veterans who are enrolled in the VA health care system, (2) veterans who fail to enroll but receive hospital care and medical services for specified disabilities in their first 12 months of separation from service, and (3) caregivers accompanying such prioritized veterans. Under the bill, the VA is authorized to determine the timing for offering a vaccine to the spouse of a veteran.

Compensation for Americans Act of 2021 This bill requires the Department of State to negotiate with China to secure compensation for China's distortion of information related to the spread of COVID-19. The bill also contains other China-related provisions, such as those imposing sanctions on certain Chinese individuals and entities. As part of such negotiations, the President shall (1) freeze Chinese assets subject to U.S. jurisdiction; (2) suspend the required review of any proposed acquisition of a U.S. entity by a Chinese entity; (3) impose sanctions on Chinese entities in certain industries, such as artificial intelligence and pharmaceuticals; (4) impose sanctions on various individuals, including Chinese government officials and Chinese citizens responsible for stealing intellectual property from U.S. entities; and (5) prohibit using federal funds to procure goods manufactured or sourced from a Chinese company, if such goods pose a supply chain risk to U.S. national security. The President may terminate such prohibitions and sanctions if China and the United States come to an agreement regarding compensation related to COVID-19. The Department of the Treasury shall establish a public repository with information about entities that are owned, financed, or controlled by the Chinese government. Other provisions in this bill include (1) imposing export controls on telecommunications equipment that would help China carry out censorship or surveillance, (2) banning researchers affiliated with China's military from obtaining visas, and (3) requiring U.S. World Bank representatives to end China's eligibility for World Bank assistance.

Trillion Trees Act This bills establishes a variety of requirements and incentives to plant trees and conduct other land management practices for the purposes of capturing and storing carbon in domestic and international trees and forests. Additionally, the bill provides incentives to research or develop other carbon sequestration tools. Specifically, the bill directs the Department of Agriculture (USDA) to set targets to increase forest carbon stock through January 1, 2100, for the purposes of sequestering and storing carbon in U.S. forests. It also establishes and provides funding for the Trillion Trees Challenge Fund to provide grants to nonfederal entities for activities related to reforestation efforts on public or private lands. In addition, it raises the cap on the Reforestation Trust Fund to enhance forest health in the National Forest System and requires the USDA to establish a Tree City USA Grant Program. The bill also allows the U.S. Agency for International Development to enter into an agreement with a nonprofit organization to establish an International Forest Foundation to promote reforestation and prevent deforestation. Additionally, it establishes requirements and incentives to address seedling shortages and support nurseries. Finally, the bill provides market incentives to research or develop other carbon sequestration tools relating to biochar, sustainable building practices, biochemical and bioplastic products, and biomass energy.

Flexible Financing for Rural America Act This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.

This resolution condemns Representative Alexandria Ocasio-Cortez of New York, Representative Rashida Tlaib of Michigan, Representative Ilhan Omar of Minnesota, and Representative Ayanna Pressley of Massachusetts for certain comments regarding Israel. It also expresses that Representative Ocasio-Cortez, Representative Tlaib, Representative Omar, and Representative Pressley each be censured.

This resolution calls on the people of the United States to observe Memorial Day to honor the men and women who died in the pursuit of freedom and peace.

This resolution expresses support for Israel's efforts of self-determination and collective security against external forces, recognizes Jerusalem as the legitimate capital city of Israel, and condemns actions by Hamas against the people of Israel.

This resolution condemns the rocket attacks by Hamas against Israel beginning the week of May 9, 2021. It also states that the United States must continue to invest in and support Israel's security and sovereignty.
