S 423: PRO Veterans Act of 2025

This bill requires the Department of Veterans Affairs (VA) to provide quarterly budget briefings to Congress, prohibits the VA from providing specified pay incentives to senior-level employees, and establishes an office to carry out customer service initiatives of the VA. Protecting Regular Order for Veterans Act of 2025 or the PRO Veterans Act of 2025 (Sec. 1) This section requires the VA to provide quarterly budget briefings to Congress, which must include information on any budget shortfalls the VA may be experiencing. The VA must present its plans to address or mitigate shortfalls during such briefings. Next, the section prohibits the VA from providing certain senior-level employees with a critical skill incentive, which is generally a payment bonus for employees possessing a high-demand skill or skill that is at a shortage. Specifically, the VA may not provide such an incentive to an employee in a Senior Executive Service position or other comparable position in the VA Central Office, regardless of the actual location where the employee performs the functions of the position.  Senior-level employees whose positions are primarily in the VA Central Office but perform some portion of their job function based out of non-Central Office VA facilities are eligible for an incentive for their non-Central Office work. The section also provides that an incentive may only be provided to senior-level employees on an individual basis and upon approval by specified officers (e.g., the Under Secretary for Health). The VA must report to Congress annually regarding senior-level employees who were provided a critical skill incentive. Improving Veterans’ Experience Act of 2025 (Sec. 2) This section establishes the Veterans Experience Office through FY2028 to carry out the key customer experience initiatives of the VA relating to veteran and beneficiary satisfaction with and usage of VA benefits and services. The Government Accountability Office must complete an analysis of and report on the methodology, effectiveness, and implementation of findings and feedback of veterans and beneficiaries used by the VA, including the Veterans Experience Office, to improve customer experience and satisfaction.

HR 4895: Afghan Adjustment Act

HR 4895, the Afghan Adjustment Act, creates a pathway to conditional permanent resident status for Afghans who supported U.S. military or government efforts in Afghanistan. Eligible individuals include Afghan citizens or nationals who were employed by or on behalf of U.S. forces, worked with U.S. intelligence, or were part of specific Afghan security forces (including members of the Afghanistan National Defense and Security Forces), and who served for at least one year during the relevant period. The bill establishes a 4-year conditional period before full permanent residency is granted, requires security checks similar to refugee processing, prohibits fees for processing applications, and creates a referral system for processing applications from Afghans still in Afghanistan. It also provides eligibility for benefits available to refugees and establishes an Interagency Task Force to oversee implementation.

This Senate resolution designates August 21, 2025, as "Fentanyl Prevention and Awareness Day" to highlight the dangers of illicit fentanyl, which caused over 54,000 overdose deaths in 2024 (accounting for two-thirds of all drug overdose fatalities). It encourages all Americans - especially youth, schools, and communities - to participate in education efforts about fentanyl's risks, including its presence in counterfeit pills and its extreme potency (100x morphine). HRES 628 is a ceremonial resolution recognizing the 20th anniversary of the Renewable Fuel Standard (RFS), a policy established in 2005 and expanded in 2007. S 2641: Health Care Freedom and Choice Act

This bill repeals a federal rule that allowed short-term health insurance plans to be sold with fewer consumer protections. It specifically targets a rule published by the IRS, EBSA, and CMS on April 3, 2024, which governed short-term, limited-duration insurance and certain noncoordinated health benefits. By nullifying this rule, the bill would allow insurers to offer these short-term plans without the restrictions previously imposed. This directly affects insurers selling short-term coverage and consumers purchasing such plans, as it removes requirements related to coverage duration, pre-existing condition limitations, and essential health benefits.

S 2650: DOCTORS Act

S 2650, the DOCTORS Act, requires state health agencies to report unused J-visa waivers allowing foreign doctors to stay in the U.S. after training. Starting in 2026, the Secretary of State will redistribute 1/3 of these unused waivers as "supplemental waivers" to states that used at least 30 waivers the previous year. Ten percent of these supplemental waivers must be allocated to medical facilities serving patients in medically underserved communities. The bill directly affects state health agencies managing visa waivers and aims to increase access to healthcare in underserved areas by reducing wasted visa slots.
