Homeownership for DREAMers Act This bill prohibits federal mortgage providers from limiting insurance eligibility on the basis of the mortgagor's participation in the Deferred Action for Childhood Arrivals Program.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act This bill provides funding through FY2031 for grant programs operated by local educational agencies to provide supplementary educational and related services to low-achieving students and other students who attend elementary and secondary schools with relatively high concentrations of students from low-income families. Additionally, the bill permanently reauthorizes the grant program to assist states and outlying areas in providing special education and related services to children with disabilities.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Ensuring Coverage in Public Health Emergencies Act of 2021 This bill requires private health insurance plans to provide a 30-day special enrollment period for eligible individuals after a public health emergency is declared. An employee who is eligible but not enrolled may enroll in an employer-provided group health plan during the special enrollment period.

Insular Area Medicaid Parity Act This bill eliminates Medicaid funding limitations for U.S. territories beginning in FY2021.

Expresses support for the renaming of Hamilton Heights, Washington Heights, and Inwood, New York, as "Quisqueya Heights"; the engagement with Google, Wikipedia, Global Positioning System (GPS) applications, post offices, Metropolitan Transportation Authority maps, and tourist maps to recognize Quisqueya Heights; and the fight against the gentrification of this neighborhood. Recognizes the Dominican community's contribution to this neighborhood. Honors the long-standing history and rich contributions of Dominican-American elected officials, artists, small-business and bodega owners, writers, and trailblazers.

This resolution supports the establishment of a national day of recognition to honor Juan Pablo Duarte, the founding father of the Dominican Republic, and urges people to observe a national day of recognition for Dominican Americans.

This resolution expresses support for the establishment of a Dominican Heritage Month to honor the Dominican people and their contributions.

Relaunching America's Workforce Act This bill establishes several grant programs to address employment, the workforce, and education access in response to the COVID-19 national emergency. The Department of Labor must provide grants in response to the COVID-19 national emergency to provide training and employment for dislocated, unemployed, and underemployed workers; support youth employment; establish workforce information systems improvements; provide reentry employment opportunities for justice-involved youth and young adults; and create or expand apprenticeship programs. Programs directed towards assisting Native Americans and migrant and seasonal farmworkers may be extended. The Department of Education must provide grants to expand the capacity of adult education providers to prioritize serving adults with low-literacy or numeracy levels negatively impacted by the COVID-19 national emergency, and to improve or expand career and technical education programs and programs of study to respond to state and local needs as a result of the COVID-19 national emergency.

Safe from the Start Act of 2021 This bill directs the Department of State to direct U.S. foreign assistance to address humanitarian crises in a manner that aims to prevent and respond to gender-based violence at the onset of an emergency. The State Department shall focus on (1) preventing gender-based violence, (2) protecting survivors of humanitarian crises from the onset of the emergency, (3) promoting standards and activities to prevent and respond to gender-based violence, and (4) advancing and empowering survivors and at-risk individuals. Activities shall include improving access to post-sexual-assault medical and mental health services and ensuring such services are available to hard-to-reach populations. The State Department may provide support to local and international organizations to achieve its goals.
