Amends the Public Community College Act. Makes a technical change in a Section concerning the members of the Illinois Community College Board.

Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or managed care plan shall include coverage for foreign language interpretation services and sign language interpreter services within the context of the provision of health care. Makes conforming changes in the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act.
Creates the Prescription Drug Repository Program Act. Requires the Department of Public Health to establish a prescription drug repository program, under which a healthcare facility may donate a prescription drug or supplies needed to administer a prescription drug for use by an individual who meets eligibility criteria specified by the Department. Sets forth requirements that prescription drugs or supplies must meet in order to be accepted and dispensed under the program. Provides that no drugs or supplies donated under the prescription drug repository program may be resold. Provides that nothing in the Act requires that a pharmacy or pharmacist participate in the prescription drug repository program. Provides for civil and criminal immunity for drug and supply manufacturers and pharmacists in relation to the donation, acceptance, or dispensing of prescription drugs or supplies under the prescription drug repository program. Amends the Pharmacy Practice Act, the Wholesale Drug Distribution Licensing Act, the Senior Pharmaceutical Assistance Act, the Illinois Food, Drug and Cosmetic Act, the Illinois Controlled Substances Act, and the Cannabis and Controlled Substances Tort Claims Act to provide that persons engaged in donating or accepting, or packaging, repackaging, or labeling, prescription drugs to the extent permitted or required under the Prescription Drug Repository Program Act are exempt from provisions of those other Acts that might prohibit or otherwise regulate such activity.
Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.
Amends the Environmental Protection Act. Provides that, on and after January 1, 2015, no person may knowingly cause or allow sale at wholesale or retail of a coal tar sealant product. Provides that, on and after July 1, 2016, no person may knowingly cause or allow application of a coal tar sealant product on any surface in the State of Illinois including but not limited to a driveway, parking area, playground, sidewalk, bike trail or roadway. Provides that a city or county may adopt ordinances providing for enforcement of the requirements of this provision. Provides that any violation of this provision shall be enforceable by administrative citation. Provides that penalties for violation may not exceed $1,000 for the first offense and $5,000 for the second offense. Effective immediately.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the sale of commercial solar energy systems equipment is exempt from taxation under the Acts.
Creates the Health Insurance Rate Review Act. Creates the independent quasi-judicial Health Insurance Rate Review Board to ensure insurance rates are reasonable and justified. Sets forth duties and prohibited activities concerning the Board. Creates the Health Insurance Rate Review Board Nomination Panel to provide a list of nominees to the Governor for appointment to the Health Insurance Rate Review Board. Sets forth the procedures for nomination. Provides requirements and procedures for health carriers to file current and proposed rates and rate schedules with the Health Insurance Rate Review Board. Provides that the Board shall review and approve or disapprove all rates and rate schedules filed or used by a health carrier. Sets forth provisions concerning rate standards, public notice, hearings, and the disapproval and approval of rates and rate schedules.
Creates the Safe Flame Retardants Act. Provides that, beginning July 1, 2014, no manufacturer, wholesaler, or retailer may knowingly manufacture, sell, offer for sale, distribute for sale, or distribute for use in this State, a children's product or residential upholstered furniture, containing a component part that has a combined TRIS concentration of greater than 50 parts per million. Provides that, beginning July 1, 2015, no manufacturer, wholesaler, or retailer may knowingly manufacturer, sell, offer for sale, distribute for sale, or distribute for use in this State, a children's product or residential upholstered furniture, containing any flame retardant that is a chemical of high concern. Directs the Attorney General to administer the Act. Authorizes the Attorney General to seek injunctive relief and civil penalties for violations of the Act.
Creates the Energy Drink Act. Defines "energy drink" as a carbonated beverage that exceeds a caffeine content of 71 milligrams per 12 ounce serving and contains any combination of taurine, guarana, and glucuronolactone. Provides that it is unlawful in this State for any person or retail entity to sell or offer to sell an energy drink to a person under 18 years of age. Provides that no express company, common carrier, or contract carrier nor any representative, agent, or employee on behalf of an express company, common carrier, or contract carrier that carries an energy drink for delivery within this State shall knowingly give or knowingly deliver to a residential address any shipping container clearly labeled as containing an energy drink and labeled as requiring the signature of a person who is at least 18 years of age to any person in this State under the age of 18 years. Sets forth provisions concerning adequate written evidence of age and identity. Sets forth criminal penalties and fines for certain violations of the Act.
